HomeMy WebLinkAboutM111319S�w¢yUN Gtyof Port,*,,,>> t _ Townsend 9N INC", MINUTES Joint Oversight Board on Affordable Housing and Homeless Housing Special Meeting — Wednesday, November 13, 2019 at 4:15 p.m. Cotton Building 607 Water Street, Port Townsend, WA 98368 CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Special Meeting to order in the presence of Member Amanda Funaro, Member Terry Smith and Member Frank Hoffman. Also present was Public Health Director Vicki Kirkpatrick. City of Port Townsend Councilmember Michelle Sandoval was not present. PUBLIC COMMENT PERIOD: There were no public comments received. COMMITTEE DISCUSSION: The Committee reviewed the following: Request for Proposals (RFP) Template: The Committee discussed the draft template. RFP Application for Funding: The Committee discussed the draft application. • Homeless Housing Task Force Alternate Membership: Member Hoffman moved to appoint President of Bayside Housing Ken Dane as an alternate for Jean Camfield of Bayside Housing. Member Funaro seconded the motion. The motion carried. Mr. Dane will fill out the application and submit as soon as possible. • UPDATE: Five -Year Homeless Housing Plan 2019-2024: Public Health Director Vicki Kirkpatrick reported that she and Facilitator Coker presented to the Housing Plan to the City of Port Townsend and Jefferson County. There will be an upcoming hearing at the Board of County Commissioners' on November 18, 2019 in the Commissioners Chambers. UPDATE: HB 1406 Implementation Status: Public Health Director Vicki Kirkpatrick reported that the City of Port Townsend has done their first reading of the resolution their Council will approve at a later date. PUBLIC COMMENT PERIOD: There were two comments from the public regarding the RFP process and the importance of looking at all potential opportunities. The Committee addressed comments made during the Public Comment Period. The next meeting of the Joint Oversight Board will be a Special Meeting on December 11, 2019 at 4:15 p.m. at the Cotton Building.
