CALL TO ORDER: City Council Member Michelle Sandoval called the Regular Meeting to
order in the presence of Jefferson County Commissioner David Sullivan, Sarah Rogers, Ben
Casserd, Barbara Carr, Whitney Friddle, Joe Nole, Frank Hoffman, Lori Fleming, Terry Smith,
Peggy Webster, David Rymph, Fred Kimball, Jeff Monroe, Kay Kassinger, Julia Cochrane. Also
present were Public Health Director Vicki Kirkpatrick and Facilitator Lizanne Coker.
REVIEW and APPROVAL of MINUTES: Member Sullivan moved to approve the Regular
Meeting Minutes of November 13, 2019 as presented. Member Nole seconded the motion. The
motion carried.
REQUEST FOR PROPOSAL (RFP) DRAFT: The Task Force worked on the draft of the RFP
and the RFP Application.
RECESS: The meeting was recessed at 3:10 p.m. for a five-minute break.
REQUEST FOR PROPOSAL (RFP) DRAFT - Continued: The Task Force resumed work on
the RFP.
Member Sandoval moved to approve and forward the RFP application packet to the Joint
Oversight Board. Member Hoffman seconded the motion. Member Sandoval called for a vote on
the motion. Member Rymph voted against the motion. The motion carried.
Member Kassinger moved to approve and forward the RFP to the Joint Oversight Board.
Member Kimball seconded the motion. The motion carried.
REQUEST for PROPOSALS (RFP) SCREENING BOARD: Discussion tabled until next
meeting.
POINT in TIME COUNT 2020: Discussion tabled until the next meeting.
PRESENTATION re: Youth Services: Discussion tabled until next meeting.
PUBLIC COMMENT PERIOD: No comments were made.
FUTURE MEETINGS and AGENDA ITEMS: Member Monroe moved to hold future Task
Force meetings at the Jefferson County Courthouse in the Commissioners' Chambers on the 2nd
and 4h Wednesdays of every month starting at 2:00 p.m. Member Webster seconded the motion.
The motion carried. The next regular meeting will be held on January 8, 2020 at 2:00 p.m.
ADJOURNMENT: Member Sandoval adjourned the meeting at 4:08 p.m.
