Chair Kees Kolff called the November 14, 2019 meeting of the Jefferson County Board of Health to order
at 2:00 p.m. A quorum was present.

APPROVAL OF AGENDA
Chair Kees Kolff asked for approval of the agenda for November 14, 2019.
Member Greg Brotherton motioned to approve the agenda as amended. The motion was seconded
by Member David Sullivan. No further discussion. The motion passed unanimously.
APPROVAL OF MINUTES
Chair Kees Kolff asked for approval of the minutes for the October 17, 2019 meeting of the Jefferson
County Board of Health.
Apple Martine, JCPH Community Health Director, said Sarah Kirkegaard is a Nurse Practitioner, not a
Public Health Nurse as noted in New Business, Item 3.
Member Kate Dean motioned to approve the minutes as amended. The motion was seconded by
Member Greg Brotherton. No further discussion. The motion passed unanimously.

NEW BUSINESS
1. Proposed 2019 Environmental Health Fee Schedule—Possible Call for Public Hearing at December
12,2019 Jefferson County Board of Health Meeting
Stuart Whitford, JCPH Environmental Public Health Director, said fee increases are being proposed for
the food permitting and solid waste facility permitting programs. Based on standards recommended by
the federal Food and Drug Administration(FDA), it was found that the food permitting program is
understaffed for the number of inspections required to conduct annually. Mr. Whitford explained how the
increase in food permitting fees would provide for an additional 0.1 FTE in 2020 and 0.1 FTE in 2021.
He also said they are proposing to offer a reduction in fees to 501(c)(3)non-profit organizations and those
who meet federal poverty guidelines on a pre-approved case-by-case basis. However, a resolution will be
required to direct the county administrator to approve fee reductions on a quarterly basis.
Pinky Mingo, JCPH Environmental Health Manager, reviewed the proposed policy and rationale for
conducting risk-based inspections for temporary food service establishments. She explained how the
policy aligns with FDA recommendations and will eventually provide more opportunities to conduct
education and community outreach.
Ms. Mingo compared food permit and solid waste permit fees in Jefferson County to Island, Mason,
Kitsap, and Clallam counties. She explained the differences between categories and how the proposed
fees were calculated. She also said she had done some community outreach regarding fee increases.
The Board had comments and questions about re-inspections, standard industry practices for complying
with food safety requirements, food preparation requirements for mobile vendors, and current and
proposed permit requirements and fees.
Member Kate Dean motioned to hold a public hearing on December 12th to propose the increased
food service fees and solid waste fees. The motion was seconded by Greg Brotherton. The motion
passed unanimously.
