HomeMy WebLinkAboutM121119SCON, � G Ci1yof port Townsend 01 � sf11N MINUTES Joint Oversight Board on Affordable Housing and Homeless Housing Special Meeting — Wednesday, December 11, 2019 at 4:15 p.m. Cotton Building 607 Water Street, Port Townsend, WA 98368 CALL TO ORDER: City Councilmember Michelle Sandoval called the Special Meeting to order in the presence of Jefferson County Commissioner David Sullivan, Member Terry Smith and Member Frank Hoffman. Also present was Public Health Director Vicki Kirkpatrick. Member Amanda Funaro was not present. PUBLIC COMMENT PERIOD: There were no public comments received. REVIEW of MINUTES: Member Smith moved to approve the Regular Meeting Minutes of October 23, 2019 and Special Meeting Minutes of November 13, 2019 as presented. Member Sullivan seconded the motion. The motion carried. COMMITTEE DISCUSSION: The Committee reviewed the following: Approval of the Draft Request for Proposal (RFP) and RFP Process for Allocation of Housing Funds: Member Sandoval noted that the issue was discussed during the Affordable Housing Task Force meeting which took place prior to the start of the current Joint Oversight Board meeting. Member Hoffman moved to approve the Draft RFP and the RFP Process for Allocation of Housing Funds. Member Smith seconded the motion. The motion carried. Member Sandoval stated that the Joint Oversight Board's recommendation will be sent to the Board of County Commissioners for approval. HB 1406 Update: Public Health Director Vicki Kirkpatrick stated that both Jefferson County and the City of Port Townsend are moving along in the process to collect the Affordable Housing Sales and Use Tax. The City of Port Townsend will be reviewing the issue on January 6, 2020. Member Sullivan noted that the County is holding a hearing on the issue on December 16, 2019. • Homeless Housing Five -Year Plan Update: Facilitator Liz Coker provided an update on feedback received by the Washington State Department of Commerce regarding the Five -Year Plan. PUBLIC COMMENT PERIOD: There were no public comments received. FUTURE MEETING SCHEDULE, LOCATION and AGENDA ITEMS: Items to discuss at the next Joint Oversight Board (JOB) meeting include the following: Homeless Housing Five - Year Plan update, support for the JOB, appointments to the RFP committee, Point in Time Count update, ongoing roles, and future conversation regarding the overall vision of the committees. Joint Oversight Board on Affordable Housing — Special Meeting Minutes of December 11, 2019 Clerk Carolyn Gallaway stated that the Jefferson County Commissioners' Chambers are available for future meeting dates on the 4`" Wednesday of every month beginning at 4:00 p.m. and welcomed a motion approving the new meeting location and time so that staff could notify the newspaper. Member Sullivan moved to change the JOB meeting location and time as stated. Member Smith seconded the motion. The motion carried. The next Regular Meeting of the Joint Oversight Board will be held on January 22, 2019 at 4:00 p.m. in the Jefferson County Commissioners' Chambers.
