MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Thursday, January 2, 2020 at 10:00 a.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Special
Meeting to order in the presence of City Councilmember Michelle Sandoval, Member Amanda Funaro
and Member Frank Hoffman. Also present was Public Health Director Vicki Kirkpatrick. Member Terry
Smith was not present.
PUBLIC COMMENT PERIOD: There were no public comments received.
REVIEW of MINUTES: Member Funaro moved to approve the Special Meeting
Minutes of December 11, 2019 as presented. Member Hoffman seconded the motion. The motion
carried.
COMMITTEE DISCUSSION: The Committee reviewed the following:
Recording Fee Allocations and Potential Modifications for the Request for Proposal
(RFP): Jefferson County Administrator Philip Morley reviewed the fee allocations and
possible next steps with the committee. After deliberations, Councilmember Sandoval moved
to amend the RFP with edits suggested by County Administrator Morley. Member Funaro
seconded the motion. The motion carried. The updated Joint Oversight Board's recommendation
will be sent to the Board of County Commissioners for approval.
Public Health Director Vicki Kirkpatrick explained that due to the edits of the RFP, the first page of
the RFP Application should specify if the applicant is requesting funds from Sustainable Revenues,
or One -Time Revenues, as well as the total amount of the request. County Administrator Morley
noted that further formatting edits may be made to the form. Member Hoffman moved to make the
amendments to the RFP Application. Councilmember Sandoval seconded the motion. The motion
carried.
• Preliminary Discussion re: SHB 1406 Funds: The Committee welcomes the new revenue source
for Affordable Housing and Homelessness.
PUBLIC COMMENT PERIOD: There were no public comments received.
FUTURE MEETING AGENDA ITEMS: Items to discuss at the next Joint Oversight
Board (JOB) meeting include the following: Administrative costs and potential review of Request for
Proposals. conversation regarding the overall vision of the committees.

The next Regular Meeting of the Joint Oversight Board will be held on January 22, 2020
at 4:00 p.m. in the Jefferson County Commissioners' Chambers.
OTI OF ADJOURNMENT: Member Sullivan adjourned the meeting at 11:13 a.m.
