Approval of September 26, 2019 Draft of Minutes: Moved, second, and carried to approve the minutes as
written.

NEW BUSINESS
1. SWAC 2020 Public Meeting Schedule – Tom Boatman
Tom passed out a 2020 calendar with the proposed six regular meeting dates highlighted. After discussion it
was agreed that the meeting dates for 2020 will be January 23, March 26, May 28, July 23, September 24, and
October 22. Moved, second, and carried to approve the 2020 meeting dates.
2. Committee and Open Public Discussion
Hadlock Recycle Drop-Off Site New Hours – Tom Boatman
Proposed new hours of operation, 9 AM to 4 PM, Monday thru Saturday, to begin two weeks after a gate is
installed at the location. The gate would be over 25 feet from the road. Brush cutting has been completed to
give a better line of site at the entrance. Signs with the new hours of operation would be posted at the entrance
from one to two weeks before the new hours take effect. Initial target would be November 2019 for
completion.
Quilcene Drop-Off Facility – Tom Boatman
New hours of operation, Tuesday, Thursday, and Saturday, 9 AM to 4:30 PM, with a lunch break from 12-
12:30. Discussion included survey results, efficiencies of new schedule and the benefits of all solid waste
facilities opening and closing at the same time. Target is January 2020 for new hours to take effect.
Anti-Contamination Campaign - Jefferson County Recycling Outreach 2019-2021 - Laura Tucker
• Redo flyer with focus on contamination. New flyer made available and discussion followed. Make
non-recyclables more prominent and on the back side add info on why things are or are not recyclable.
• Add recycling info resources to Solid Waste and Public Health web pages. FAQs with clickable items
that have info in written and or video form.
• Ads in special sections of the Leader, like Home and Garden, and Gateway Guide.
• Articles in the paper.
• Information booths at the Farmers’ Markets, All-County Picnic, and Quilcene Fair discussed.
• Drop box contamination audits at three locations proposed, needs to happen before campaign starts as
part of the baseline. Then, follow-up to determine if campaign is effective.
• Community forums for Q&A about recycling proposed at different county locations.
• Social media outreach should be included.
• Recycling sample boards will be refreshed and put out again at the county drop-off locations.
• Drop-off center signs may need to be updated and reprinted with better photos in some cases.
• Classroom presentations about recycling. Targeted grade levels and schools.
Laura asked for feedback on the flyer before January as it is still in draft form. Completed flyer could be
disseminated via PUD bill or possibly through Waste Connection annual customer recycling
communications including collection pick-up schedule/calendar.
Recycling Video – Greg Brotherton
Updated video was shown and discussion followed. Suggestions from the last meeting were incorporated into
the recycling video. Screen text was added to reinforce whether an item is recyclable or is trash. It was pointed
out that there are a couple of typos in the narrative text and it was suggested the text should stay on the screen
longer. Committee members wanted to view final video before publication.
Brinnon Dosewallips Recycle Drop-Off Center –Jerry Mingo
Solid Waste received in September a notice of construction from the State that before July 2020 all collection
roll offs must be removed. Jerry currently seeking discussion with stakeholders.
• Options discussed included:
o Closing Dosewallips site and directing residents to Quilcene drop-off site;
o Moving site temporarily for construction or permanently to county owned Brinnon Community
Center depending on available space and approval.
Additional discussion included:
• Visiting a MRF to see how items are separated and recycled.
• Recycling collection options including that County residents in unincorporated areas can contract for
curbside recycling with the UTC franchise holder, Waste Connections..
• Washington State Paint stewardship law. Surcharge on new paint purchases will fund this program to
collect and recycle architectural paint.
