HomeMy WebLinkAboutDirector of NursingJEFFERSON COUNTY JOB DESCRIPTION • Position: Pubh r-Heafth Nurse Supervisor Department: Health and Human Services Annual Hours Worked: 2080 Exempt Salary System Grade: 6 Approved: Human Resource Manager 1.0 MAJOR FUNCTION AND PURPOSE FLSA: Exempt - Professional Union: Exempt Adopted: 02 Initials: 1.1 Provides Public Health Nursing services to individuals, groups, and families in health education and disease prevention in community health agency. Designs, writes and coordinates nursing practices, procedures, and agency protocols. Coordinates and evaluates nursing programs. Performs the following duties. 2.0 2.1 Persons in this position are given significant discretion, with the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the Community Health Director. 3.0 SUPERVISION EXERCISED • 3.1 Persons in this position supervise professional, paraprofessional and administrative staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, training employees; planning, assigning, and directing work; appraising performance, rewarding, disciplining and/or terminating employees as necessary; addressing complaints and resolving problems. Uses sound professional and technical judgment, conforms to adopted policies and procedures, solves problems and achieves results consistent with stated goals and objectives. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Determine applications of department policies both in writing and action. Is expert in field and resource to the department in their specialty area. 4.2 Coordinates and plans program services. Determines, after community assessment, which programs are needed. Plans through interagency and community collaboration how to begin program, do the outreach, schedule and conduct the provision of services. 4.3 Educates and instructs individuals and groups of all ages in health promotion activities, including but not limited to immunization, family planning, domestic violence and . substance abuse, sexually transmitted disease, issues in pregnancy, childbirth, perinatal care of mother and newborns. Page 1 of 4 Jefferson County Job Description: Public Health Nurse Supervisor • 4.4 May provide clinical services as assigned for: 0 pregnant and postpartum women by: risk assessment, evaluation of STDs 0 pre -termination counseling, exams, referrals, and coordination with primary care- givers o postpartum counseling exam, referrals, and coordination with primary care -givers o postpartum mother/infant breast-feeding assessment, intervention and coordination with primary care -givers 4.5 Recognize and diagnose individuals at risk or experiencing communicable disease outbreaks, mental health crisis, child abuse, or drug and alcohol abuse. Not only refers patients to appropriate community agencies and facilitates the linkage process but provides assurance and policy development if the linkages are incomplete. 4.6 Provides psychological/social evaluation of at risk client and coordinates case plan with team that outlines roles for each member toward a comprehensive client plan. 4.7 Responsible for continuing education via workshops, current literature and resources in order to act as a community resource. 4.8 Attends conferences, professional seminars and regular staff meetings as required for professional development. • 4.9 Orients new employees and performs other tasks and projects as assigned. 4.10 Performs other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. 5.2 Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 5.3 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Ability to establish rapport with clients from diverse backgrounds and lifestyles in a and professional manner, including knowledge and ability to discuss explicit sexual behaviors • and drug use practices. Page 2 of 4 Jefferson County Job Description: Public Health Nurse Supervisor 5.5 Ability to communicate and work cooperatively with staff, community physicians and a variety of groups and agencies. 5.6 Knowledge of the medical care system, health care system, and public health system in Washington State. 5.7 Ability to use personal computer, required software, and other office equipment standard to the area of assignment and to adapt to new and/or modified equipment which may be acquired. 5.8 Demonstrated successful supervisory and managerial experience is preferred. Ability to implement and maintain sound organizational practices. 5.9 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Independent and self motivated to complete required deadlines while simultaneously completing other tasks. 5.10 While preforming the duties of this job, the employee is frequently required to talk or hear. The employee is regularly required to sit. The employee is occasionally required to climb or balance; and stoop, kneel, crouch, or crawl; stand; walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. • 5.11 Good health, and good physical condition, appropriate to the position. The employee must occasionally lift and/or move up to 10 pounds. Specific vision requirements include: close vision, color vision, distance vision, and the ability to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 Master's degree (M. A.) or equivalent in Public Health, Nursing Science or other related health field; and four (4) years of Public Health Nursing experience, including one (1) year demonstrated supervisory responsibility, in an agency providing generalized Public Health services, or related experience and/or training; or equivalent combination of education and experience. 6.2 Valid Washington State Driver's License. 6.3 Valid Washington State Registered Nurse license and/or Valid State Certified Mental Health Counselor License 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES • 7.1 Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks. Page 3 of 4 Jefferson County Job Description: Public Health Nurse Supervisor 7.3 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner. 7.4 Understands the need, and has the ability to maintain confidentiality of sensitive information. 7.5 Ability to interpret and apply federal, state and local laws and regulations which may affect situations involving public health and public nursing care. 7.6 Ability to assure efficient and effective utilization of volunteers and department personnel, funds, materials, facilities, and time. 7.7 Professional grant and report writing. 8.0 WORK ENVIRONMENT 8.1 The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
