I Left message with CJ Riley asking if he is in charge of the site clearing, that complaints have been coming in about clearing in excess of 7000 s.f. I asked if he still has business plans for this property. (206) 380-7345. Called Tim Wilkins. Tim reports that they hired an experienced tree company to cut trees by hand with chainsaws. Tim reports the tree company told him they cut about 1500-1700 board feet of trees. Tim reports that they cleared brush from the areas already cleared last year for a place to put the timber. Tim reports that the “NEW” area cleared is less than 7000 s.f. and is trying to make a distinction between old clearing area and new clearing area, as if only newly cleared area is of consequence. I told Tim that I was very clear with him that ANY clearing must be outside of the wetland buffers and that ANY clearing could not exceed 7000 s.f. without a stormwater permit. Tim redirects the conversation to other topics so I asked Tim how much clearing has occurred outside of the buffer—he replied a little less than an acre, and adds that he’s finished with the clearing for the site. However, he said his workers are still on site. I suggested that Tim contact the workers on site and tell them to cease any more clearing—Tim agreed to do so. I told Tim that he is in violation for clearing without a stormwater permit and he needs to communicate with Michael Anderson to submit the stormwater permit application ASAP. I told Tim he is exposed again—Tim responded that he is trying to do things right. He agreed to get a stormwater permit application into our office as soon as possible. Joel Peterson Wednesday, May 25, 2016 Met Rick Mraz on site. Also met Tim Wilkins, CJ Riley and Rusty Rice hired by Tim to be the machine operator. Observations made and photos taken, documenting approximately 12,000 square feet of wetland buffer removed. Thursday, May 26, 2016 Discussed findings with Director David Goldsmith. David directed me to go directly to a Violation Notice and Order pursuant to JCC 18.50.060.
