We have received public protest to issuance of your marijuana license. I have included a copy
of the protest for your reference.
It is the practice of the Board to consider any public protests received. If the number of protests
is considered substantial, it may cause denial of your application.
Your options are to:
1. Submit a statement on your behalf, outlining why you should be approved for a
marijuana license over the objection(s). This statement will be included as part of the
decision package.
2. Withdraw your application.
3. Request your application be sent before the Board Members for a decision as soon as I
complete my investigation. Any objection received is viewed by the Board as part of the
decision package.
If you have any comments or information you would like to send to us regarding this
objection/protest, please submit this by the date below.
Please inform me of your decision in writing by June 20, 2016. If I do not hear from you on or
before that date, I will send your file forward for decision with the objection.

Subject:Concerns related to pending marijuana licenses connected to Tim Wilkins
Hello Ms. Routh,
My name is Lisa Gilley and my husband, Chris Chase, and I own property on Marrowstone Island in
Jefferson County, Washington. I am writing an email in regards to two proposed 502 businesses on the
adjoining parcel of land to ours. The Washington State Liquor and Cannabis Control Board information line
told me that you were the case manager on these two proposed 502 licenses. The license numbers are
#416922 Indicanna and #416411 Lano.
The purpose of our email is to try to bring to the attention to the WSLCB our concerns regarding these
licenses. It is our understanding that the land owner, Tim Wilkins, who is planning on leasing this property
to a business partner for grow purposes, blatantly disregarded Washington state code regarding the
clearing and development of establish critical habitat and wetlands. In the early summer of 2015, the
landowner was given a direct order by the Department of Ecology to stop clearing and develop a
restoration plan for disturbed wetlands and wetland buffers on this property. In January 2016, Tim
Wilkins signed an administrative order docket #13100 with Rick Mraz from the Department of Ecology. In
May 2016, the landowner disregarding Washington state code and administrative order #13100 moved a
medium-size excavator onto the property and began to illegally clear the property of trees. Instead of
following the restoration plan established with DOE which included planting hundreds of trees and
removing an illegal culvert and stone rubble that was used to fill in the wetlands, Tim Wilkins began
cutting trees down and stacking them. There was zero attempt to remove the culvert or stone
rubble. Many of the adjoining neighbors alerted the DOE and the Jefferson County Planning Department.
Rick Mraz from the DOE and Joel Peterson from Jefferson County Planning Department made a visit on
May 25th, 2016. Again, the landowner was given a direct order to stop clearing the land and wait for
judgment from DOE.
Every parcel of land on this part of Marrowstone Island has fragile wetlands and the landowners here learn
to work with Jefferson County Planning Department and the DOE to properly develop them. Just moving
these licenses to an adjoining parcel, currently owned by his son who has two pending licenses attached
to his property #412583 and #416993, would not solve the problem. They would be confronted with the
same complicated land development issues and based on this landowner's history we're not confident that
he or those other licenses affiliated with him would follow the rules.
We understand that the WSLCB does not intervene in property management issues. We're only bringing
this to the attention of the WSLCB to show you this particular landowner's patterns of non-compliance.
Based on our own personal observations and that of many of the adjoining landowners it has become a
deep concern for all of us that this property owner, and the attached businesses to this property, can not
follow the laws of Washington state, even something as simple as land clearing in fragile areas. These
licenses should be heavily considered for denial.
This is not an issue of "not in my back yard". The Washington State of Department of Ecology spends
millions of dollars each year protecting fragile habitat. We don't think the people of Washington state
envision 502 businesses popping up in wetlands. This is a case of poor planning by the property owner
and it appears these businesses aren't off to a good start. We voted for the 502 initiative and feel that

managed properly with oversight can be a good thing for the future of Washington state. Thank you for
