Closure of Upper Hoh Road } RESOLUTION NO. 0 3—20
County Road No. 914207 }
WHEREAS, high river flows have damaged the Upper Hoh Road (County Road No. 914207) at
milepost 8,and
WHEREAS, a hazard exists at this site to the motoring public, and
WHEREAS,visitors to the Olympic National Park Hoh Rainforest located beyond milepost 8 could
become stranded if the road were to completely wash out, and
WHEREAS, Olympic National Park has agreed that it is advisable to close the Hoh Rainforest Park
facilities until repairs are made, and
WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads,
NOW THEREFORE, IT IS HEREBY RESOLVED that the Upper Hoh Road shall be closed at
milepost 8 to all vehicular traffic except"Local"traffic(a private resident,utility employees,and Park
staff) and that the Public Works Department shall erect signage and barricades to prevent
unauthorized traffic from entering the closed road segment. If at any time both lanes become
impassable,the County Engineer shall close the road to all traffic. Said closure shall remain in effect
until such time as repairs have been completed to restore two lanes of traffic.

RE: Resolution on Temporary Closure of Upper Hoh Road at Mile Post 8
STATEMENT OF ISSUE: The Board of County Commissioners will consider approving a
resolution temporarily closing the Upper Hoh Road No. 914207 at mile post 8 to all vehicular
traffic except"Local"traffic (a private resident,utility employees, and Park staff), until repairs can
be made.
ANALYSIS: On January 13, 2020,the Board of County Commissioners adopted a Declaration
of Emergency because of river damage to the Upper Hoh Road on January 7 and 8. Further river
damage to the road since then has washed out one lane,threatening the one remaining lane. For
safety, travel is already restricted to all vehicular traffic except local traffic (including a private
resident, utility employees and staff of Olympic National Park). The Board of County
Commissioners is authorized by Chapter 47.48 RCW to close the road by Resolution. The
proposed Resolution would close the Upper Hoh Road No. 914207 at mile post 8 to all vehicular
traffic except"Local"traffic(a private resident,utility employees, and Park staff), until repairs can
be made, at which time the road would be open.

FISCAL IMPACT: The road is
already closed. Passing a Resolution
acknowledging the closure has little
fiscal impact, except for the negligible cost of publishing a public notice of the closure.
RECOMMENDATION: Adopt the proposed Resolution In the matter of Closure of Upper Hoh
Road,County Road No. 914207.
