Jefferson County Board of Commissioners
Regular Meeting — Monday, January 27, 2020, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers

CALL TO ORDER: Chair Greg Brotherton called the meeting to order at the appointed
time in the presence of Commissioner Kate Dean and Commissioner David Sullivan.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding extension of the Shooting Facilities Moratorium, which would affect the
sound abatement project at the Jefferson County Sportsmens Association(JCSA).
• Comment regarding a quote from Warren Shelly Rose.
• Comment regarding Rayonier acquiring Pope Resources,the effect it will have on shooting in
Jefferson County, and the need for them to abide by shooting regulations in Jefferson County,
and a Parks and Recreation Advisory Board meeting regarding the Chimacum Park located next
to the Tri-Area Community Center.
• Comment regarding the Chimacum Grange and a proposal to extend the Port Hadlock Sewer
Project to that area.
• Comment regarding alternatives for the Shooting Range Moratorium Ordinance.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. AGREEMENT, Change Order No. 2 re: Transfer Station Site Improvement Plan, Project No.
401204023; An Additional Amount of$10,221.48 for a Total of$276,054.74 and Extension of
Time; Jefferson County Public Works;Nordland Construction North West, Inc.
2. AGREEMENT,Amendment No. 8 re: Professional Consulting Services; An Additional
Amount of$4,000 for a Total Not to Exceed$108,640, Scope of Services and Extension of
Time; Jefferson County Department of Community Development; BERK Consulting, Inc.
3. AGREEMENT re: JAVS Safeguard Maintenance for District Court; In the Amount of$4,268;
Jefferson County District Court; Justice AV Solutions (JAYS)
4. 2020 DIGITAL SUBMITTAL OF CERTIFICATION OF ROAD LEVY re: Jefferson County
Public Works; County Road Administration Board(CRAB)

6. Payment of Jefferson County Vouchers/Warrants Dated January 27, 2020 Totaling
$1,074,786.31 (Records of all claims submitted for payment along with vouchers approved and signed by the
Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works
Department.)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and Commissioner Dean reported on the 2020 Legislative Session.
The meeting was recessed at 9:58 a.m. and reconvened at 10:02 a.m. with all three
Commissioners present.
BID OPENING re: Supply of Aggregate for Bituminous Surface Treatment(BTS)
Programs for Calendar Years 2020 and 2021: Public Works Engineering Services Manager/Assistant
Public Works Director Eric Kuzma stated that the Engineer's estimate is $245,000 and explained the
bids received today are to provide rock for two years of service; 2020-2021. He explained that due to a
new bid structure,there is no bottom line number to compare to the Engineer's estimate and there are
two different groups, one for Eastern Jefferson County and one for Western Jefferson County. Those
groups are then divided into additional categories depending on the size of aggregate. Engineer Seward
opened and read aloud the following bids: Delhur Industries, Port Angeles; Allen Shearer Trucking and
Landscape, Belfair; Bruch and Bruch Industries, Port Angeles; and Northwest Rock, Aberdeen.
Staff will review the bids for accuracy and submit a recommendation for bid award that is most
beneficial to the County for approval at a later date.
BRIEFING re: Staff Analysis of Two (2) Ordinances Recommended by the Planning
Commission on Commercial Shooting Facilities (Title 8 Health & Safety, and Title 18 Unified
Development Code): Chief Civil Deputy Prosecuting Attorney(DPA) Philip Hunsucker gave a
PowerPoint presentation on the staff analysis of the two ordinances recommended by the Planning
Commission on Commercial Shooting Facilities. County Administrator Philip Morley and Chief Civil
DPA Hunsucker reviewed the timeline,process, options on next steps, and answered questions posed by
the Board. They also proposed holding two separate hearings regarding Title 8 regarding Health and
Safety, and Title 18 regarding Unified Development Code.
After discussion, Commissioner Dean moved to direct staff to combine the two proposed hearings into
one, giving authorizing to the Chair to sign a combined HEARING NOTICE regarding Public Hearing
and Public Testimony on Proposed Revisions to Chapter 8.5 JCC Commercial Shooting Facilities and
Title 18 JCC; with a hearing to be held on Monday, February 10, 2020 at 2:00 p.m. in the Commons at
Fort Worden State Park, 200 Battery Way, Port Townsend, WA for the purpose of taking written/oral
testimony regarding: (1) an Ordinance Amending Ordinance No. 12-1102-18 for Commercial Shooting
Facilities under Title 8 JCC Health and Safety, as recommended by the Jefferson County Planning
Commission in their December 3, 2019 Recommendations, as well as on a range of options discussed in
the County's SEPA Checklist, in the County's response to Question A.11; and, (2) an Ordinance
Repealing and Replacing Ordinance 15-1214-18 and Amending Title 18 Jefferson County Code
Ordinance, as recommended by the Jefferson County Planning Commission in their December 3, 2019

Recommendations, as well as on a range of options discussed in the County's SEPA Checklist, in the
County's response to Question A.11. Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
DISCUSSION AND POSSIBLE ACTION re: HEARING NOTICE: ORDINANCE
Amending Ordinance No. 14-1209-19,An Ordinance Establishing a Moratorium on Commercial
Shooting Facilities in Unincorporated Areas of Jefferson County; Hearing Scheduled for
February 10,2020 at 1:30 p.m. in The Commons at Fort Worden State Park,200 Battery Way,
Port Townsend,WA: County Administrator Philip Morley and Chief Civil Deputy Prosecuting
Attorney Philip Hunsucker briefed the Board on holding a hearing to extend the Ordinance establishing
a moratorium on commercial shooting facilities in unincorporated areas of Jefferson County.
After discussion, Commissioner Sullivan moved to approve the hearing notice. Commissioner Dean
seconded the motion which carried by a unanimous vote.
The meeting was recessed at 11:36 a.m. and reconvened at 12:03 p.m. for the Quarterly
Elected Officials/Department Directors lunch meeting with all three Commissioners present. The
meeting was recessed at 1:10 p.m. and reconvened at 1:30 p.m. All three Commissioners were present
for the afternoon session.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Review of items to discuss
• Upper Hoh Road; closed to the public
• Future Agenda item re: Contracting
• JeffCOM; update
• Community pools and athletic facilities
• Review of meeting schedules
• ADDITIONAL BUSINESS re: Special Meetings: Commissioner Dean moved to hold Special
Meetings every Friday at noon through the end of March, 2020 to discuss Legislative Priorities
with Jefferson County Elected Officials and Department Directors. Commissioner Sullivan
seconded the motion which carried by a unanimous vote. The meeting locations are to be
determined.

The meeting was recessed at 2:26 p.m. and reconvened at 2:36 p.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 2:30 p.m. to
3:30 p.m. Chair Brotherton announced that the Executive Session will be held from 2:37 p.m. to
3:37 p.m. regarding Review the Performance of a Public Employee; Exemption as Outlined in the Open
Public Meetings Act, RCW 42.30.110(1)(g) as outlined in the Open Public Meetings Act. The Board

resumed the regular meeting at 3:37 p.m. Chair Brotherton announced that the Board will be extending
the Executive Session from 3:38 p.m. to 3:43 p.m. The Board concluded the Executive Session and
resumed the regular meeting at 3:43 p.m.
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:43 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
