HomeMy WebLinkAbout021020_ca01 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners FROM: Patty Charnas, Director, Community Development Philip Hunsucker, Chief Civil Deputy Prosecuting Attorney DATE: February 10, 2020 RE: HEARING NOTICE for: Ordinance Repealing and Replacing Chapter 18.22 of the Jefferson County Code, Known as the Critical Areas Ordinance; Hearing on March 2, 2020 at 6:30 p.m. in the Jefferson County Superior Courtroom, 1820 Jefferson Street, Port Townsend, WA STATEMENT OF ISSUE: The Board of County Commissioners are requested to approve the attached HEARING NOTICE for Ordinance Repealing and Replacing Chapter 18.22 of the Jefferson County Code, Known as the Critical Areas Ordinance (CAO); Hearing on March 2, 2020 at 6:30 p.m. in the Jefferson County Superior Courtroom, 1820 Jefferson Street, Port Townsend, WA. ANALYSIS: On Monday, February 3, 2020, the Jefferson County Planning transmitted to the Board its findings and recommendations on amendments to Title 18 Jefferson County Code ("JCC") relating to critical areas. Specifically, the Planning Commission recommends amendments to Chapter 18.10 JCC (Definitions), Chapter 18.22 JCC (Critical Areas Ordinance), and JCC 18.20.030 (Agricultural Activities and Accessory Uses). The findings and recommendations in the transmittal were approved with a unanimous vote of the Planning Commission on January 30, 2020. After careful consideration and discussion with staff, the Board decided to continue the public process and hold its own public hearing, inviting verbal and written testimony on the Planning Commission's recommended draft CAO. FISCAL IMPACT: Holding a public hearing will require staff time and resources which is funded by the general fund. RECOMMENDATION: Approve the attached Hearing Notice. Box 1220 Port Townsend WA 98368 NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT ON AN ORDINANCE REPEALING AND REPLACING CHAPTER 18.22 OF THE JEFFERSON COUNTY CODE, KNOWN AS THE CRITICAL AREAS ORDINANCE Notice is hereby given that a public hearing will be held on Monday, March 2,2020 at 6:30 p.m. in the Jefferson County Superior Courtroom, 1820 Jefferson Street, Port Townsend, WA, for the purpose of taking written/oral testimony regarding an Ordinance repealing and replacing Chapter 18.22 of the Jefferson County Code, known as the critical areas ordinance. At the 6:30 p.m. March 2, 2020 Public Hearing the public is encouraged to provide oral and written testimony on the proposed ordinance. In addition, written testimony is also invited beginning on February 12, 2020 and ending on March 2, 2020 at the end of the Public Hearing, unless extended by the Board of County Commissioners.
