HomeMy WebLinkAboutM010820 TFMINUTES ` psp01'1 Affordable Housing & Homeless Housing Task Force Townsend Regular Meeting — Wednesday, January 8, 2020 at 2:00 p.m. Jefferson County Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA MEMBERS: Amanda Funaro Fred Kimball Barbara Morey Terry Smith Sarah Rogers Lori Fleming Frank Hoffman Michelle Sandoval Ben Casserd Jean Camfield Whitney Friddle Peggy Webster Roy Walker David Rymph David Sullivan Barbara Carr Brian Nash Kay Kassinger Kathy Morgan Jeff Monroe Joe Nole Kelli Parcher Alternates: Ken Dane (for Jean Camfield) and Julia Cochrane (for Barbara Morey) CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Regular Meeting to order at 2:19 p.m. in the presence of City Council Member Michelle Sandoval, Amanda Funaro, Sarah Rogers, Ben Casserd, Frank Hoffman, Lori Fleming, Terry Smith, David Rymph, Jeff Monroe, Kay Kassinger and Kathy Morgan. Julia Cochrane arrived later in the meeting. Also present were Public Health Director Vicki Kirkpatrick and Facilitator Lizanne Coker. REVIEW and APPROVAL of MINUTES: Member Smith moved to approve the Regular Meeting Minutes of December 11, 2019 as presented. Member Morgan seconded the motion. The motion carried. DISCUSSION re: COORDINATED ENTRY ADVISORY BOARD (CEAB): The Department of Commerce has yet to post the outline for the CEAB. Member Morgan and Member Rogers explained that the current Vulnerability Index (VI) survey is inadequate and often makes the victim feel worse. Facilitator Coker will reach out to Members Walker, Parcher and Carr to see if they can join a subcommittee with Members Morgan and Rogers to work on a new VI form for Jefferson County. RECESS: The meeting was recessed at 3:13 p.m. and reconvened at 3:22 p.m. REQUEST FOR PROPOSAL (RFP) UPDATE: The RFP was posted on Jefferson County's website. A phone call for applicants has been scheduled with Public Health Department Director Vicki Kirkpatrick and Facilitator Coker. UPDATE re: Point In Time (PIT) COUNT: Member Morgan and Member Casserd updated everyone on the last training for the PIT Count which is scheduled for January 16, 2020 from 5:00 p.m. to 7:00 p.m. PRESENTATION re: Youth Services: Discussion was tabled for a later date when Member Carr is present. In lieu of presentation a round table discussion occurred. Member Kassinger explained that Section 8 will review housing applications submitted between January 27-31, 2020 and through a lottery process, choose 100 individuals. Member Sandoval shared that the creation of a "housing navigator" position is under discussion at the Housing Solutions Group. Member Morgan would like to see a housing event for those most in need, where they could learn more about Section 8, landlord and tenant rights and other housing options. Member Sullivan mentioned that Habitat was examining a multi -unit housing opportunity in Jefferson County. Member Sandoval started discussion on creating a new narrative around homelessness. REQUEST for PROPOSALS (RFP) SCREENING PANEL: Member Funaro, Member Smith and Member Kassinger offered to serve on the RFP Screening Panel. The Committee suggested that Member Webster be asked to serve on the panel too. The Committee is seeking a total of five Task Force members to serve on the RFP Screening Panel. PUBLIC COMMENT PERIOD: Comment was given in support of the Task Force. FUTURE MEETINGS and AGENDA ITEMS: The next regular meeting will be held on January 22, 2020 at 2:00 p.m. at the Jefferson County Commissioner Chambers in Port Townsend.
