CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Regular
Meeting to order at 2:06 p.m. in the presence of City Council Member Michelle Sandoval,
Amanda Funaro, Sarah Rogers, Ben Casserd, Frank Hoffman, Lori Fleming, Terry Smith, Jeff
Monroe, Joe Nole, Roy Walker, Kay Kassinger, Peggy Webster, and Julia Cochrane. Whitney
Friddle arrived later in the meeting. Also present were Public Health Director Vicki Kirkpatrick
and Facilitator Lizanne Coker.
REVIEW and APPROVAL of MINUTES: Member Funaro moved to approve the Regular
Meeting Minutes of January 8, 2020 as presented. Member Morgan seconded the motion.
Member Sandoval had a correction to the minutes, asking that they be amended to reflect
discussion on creating a new narrative around homelessness. Member Funaro and Member
Morgan approved the amendment. The motion carried.
UPDATE re: Point In Time (PIT) COUNT: Member Casserd and Facilitator Coker explained
the PIT Count is underway.
DISCUSSION re: COORDINATED ENTRY ADVISORY BOARD (CEAB): The
Department of Commerce has yet to post the outline for the CEAB. Members Walker, Friddle
and Cochrane offered to work on the Coordinated Entry Advisory Subcommittee with Members
Morgan and Rogers to create a new VI form for Jefferson County.
REQUEST FOR PROPOSAL (RFP) UPDATE: The RFP was posted on Jefferson County's
website. A phone call for applicants was held on Wednesday January 22, 2020. Frequently asked
questions from the phone call will be posted online by Public Health Department Director Vicki
Kirkpatrick and Facilitator Coker. Members Walker, Kassinger and Webster will sit on the
Screening Panel and will review applications and provide an allocation recommendation
summary to the Task Force on Feb 26, 2020. The Task Force will review the recommendation
and take public comments and then vote to forward the recommendation summary on to the Joint
Oversight Board (JOB) for review.
Member Walker ask if there will be an appeal process. Member Sullivan stated that the County
does not have an appeal process.
RECESS: The meeting was recessed at 3:10 p.m. and reconvened at 3:15 p.m.
PRESENTATION re: Youth Services: Discussion was tabled for a later date when Member
Carr is present. In lieu of presentation a round table discussion occurred. Member Hoffman
asked about the Housing Solution Network and whether they are working with the Task Force?
Member Sandoval suggested that we reach out to them again and that Lodging Tax Advisory
Committee (LTAC) funds may be used for housing if it is used for bonding a project. Member
Funaro requested that we get information out to the public. Member Sullivan mentioned there is
an exception granted to religious organizations to host temporary housing. Member Webster
discussed the formation of a grant committee. Facilitator Coker and Member Sandoval offered to
work with Member Webster on forming a funding subcommittee. Member Monroe mentioned
that in New Zealand 25 foot wide homes were being moved successfully to create small homes.
Member Casserd asked about private funding for local projects and suggested crowd funding.
Member Sandoval pointed out that LION was looking for projects locally. Member Fleming
shared an example of a Communication Plan. Member Funaro, Hoffman and Sandoval offered to
help develop the plan.
PUBLIC COMMENT PERIOD: Peninsula Housing Authority Commissioner Pat Teal stated
that they have a new Executive Director. Public Health Director Vicki Kirkpatrick noted that the
Task Force needs to remember that the microphone is still running during the break. A member
of OlyCAP explained the Point in Time plans and youth connections.
FUTURE MEETINGS and AGENDA ITEMS: Facilitator Coker plans to send out the
Housing Action Plan Network (HAPN) Plan for an update. The next regular meeting will be held
on February 12, 2020 at 2:00 p.m. at the Jefferson County Commissioner Chambers in Port
Townsend.
