Financial Assistance Agreement, Strait Priority Areas Project; Extended
to June 30, 2020
STATEMENT OF ISSUE:
Jefferson County Public Health, Department of Environmental Public Health, requests Board approval of
Amendment #1 to the Ecology Centennial Grant, Strait Priority Areas Project; Extended to June 30, 2020.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
A time extension from 2/28/2020 to 6/30/2020 will allow remaining grant funds to be fully utilized by
continuing and extending pollution identification and correction work in the Discovery Bay watershed. No
change in budget is proposed. Additional water quality monitoring, on-site surveys and hot spot
investigations will allow for improved water quality outcomes in the project area. A water quality staff
vacancy will be filled in February increasing the water quality team capacity.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no change to the project budget.
RECOMMENDATION:
JCPH management request approval of Amendment #1 to the Ecology Centennial Grant, Strait Priority Areas
Project; Extended to June 30, 2020.

Jefferson County Public Health
PURPOSE: To amend the above-referenced agreement(AGREEMENT)between the state of Washington Department of
Ecology(ECOLOGY)and Jefferson County Public Health(RECIPIENT)for the Strait Priority Areas(PROJECT).
This amendment is needed to extend the grant expiration date to June 30, 2020,to allow for continued on-site survey and
monitoring work.Most of the grant deliverables have been met,however, the RECIPIENT is proposing additional work to
expend remaining grant funds. Additional time will allow:
Task 2-continuing monitoring streams and shoreline hot spots enabling the RECIPIENT to complete investigations at hotspots
that have not yet been resolved. It will also help determine if some hot spots are fully corrected due to the time needed for
follow-up monitoring to confirm improved water quality.
Task 3 -on-site surveys of septic systems in the Kah Tai Lagoon drainage (Port Townsend)in the Strait Priority Areas project.
These areas contain high numbers of old or unknown septic systems and have potential for additional pollution identification and
correction(PIC)work that will lead to water quality improvements.
IT IS MUTUALLY AGREED that the AGREEMENT is amended as follows:
