Wrinkle County Administrator: David Goldsmith Clerk of the Board: Lorna Delaney MINUTES Week of March 10, 2003 The meeting was called to order by Chairman Dan Titterness. Commissioner Wendi Wrinkle was present. Commissioner Glen Huntingford was not present. Planning Commission; 2 Members Terms Expiring March 17,2003: The Clerk of the Board explained that there are 2 Planning Commission members whose terms expire on March 17, 2003 and the Department of Community Development has asked if the Board will allow them to continue to serve on the Planning Commission until the new appointments for the positions are made. Commissioner Wrinkle moved to have the two Planning Commission members continue to serve, if they choose, after their terms expire until the new appointments are made. Chairman Titterness seconded the motion which carried. AGREEMENT re: 2003 Community Services Grant Funding; Jefferson County Conservation District: Commissioner Wrinkle moved to approve the 2003 grant agreement for the Conservation District. Chairman Titterness seconded the motion which carried. LABOR AGREEMENT re: Public Works; Effective from January 1, 2002 to December 31,2004; Teamsters Union Local 589: Commissioner Wrinkle moved to approve the labor agreement for the Public Works Department with the Teamsters Union as presented. Chairman Titterness seconded the motion which carried. LABOR AGREEMENT re: Central Services; Effective from January 1, 2002 to December 31,2004; Teamsters Union Local 589: Commissioner Wrinkle moved to approve the labor agreement for the Central Services Department with the Teamsters Union as presented. Page 1 Commissioners Meeting Minutes: Week of March 10, 2003 Request from Kitsap Consolidated Housing Authority re: Delay Payment of Building Permit Feesfor 8 Homes; Mutual Self-Help Building Group Membership: Director of Community Development Al Scalf reported that this request is not for a fee waiver, but to allow the applicants to pay the fees after the applications are made. He recommends that this request be approved. Commissioner Wrinkle moved to approve the request from the Kitsap Consolidated Housing Authority to allow these families to submit their applications to be processed without the application fee with the understanding that they will pay the fees as soon as their loans close. Chairman Titterness seconded the motion which carried. Larry Fay re: Health & Human Services Fee Schedule: Larry Fay advised that he is asking the Board to approve a revised fee schedule for the Environmental Health and Animal Service Divisions. The fees have been updated with a 1.86% cost ofliving increase as allowed in Ordinance No. 12-1209-96. There are two fees that are proposed for an increase of more than the cost ofliving: 1) the Food Handler Card is going from $8.00 to $10.00. This fee is established by the State Board of Health, and 2) The Animal adoption fee will remain at $60.00, but will not include the cost of a 2 year license as it has in the past. A 2 year license for a sterilized dog is $16.00 and $6.00 for a sterilized cat. He added that the Deputy Prosecuting Attorney has advised that this increase in the adoption fee would require a separate hearing and ordinance. Larry Fay explained that there are a number of food service establishments that were invoiced at the 2002 level and haven't paid their 2003 permit fee yet. These restaurants needed to pay the fee before February 28 or a late fee is added. Usually by the end of March all the establishments are paid. Commissioner Wrinkle moved to adopt the recommended indexed fee schedule for Environmental Health and Animal Services with the deletion of the license fee in the adoption footnote and with the fees being effective April 15, 2003 which allows for the 2002 restaurant fees already invoiced to be received. Commissioner Titterness seconded the motion which carried. PUBLIC COMMENT PERIOD: The following comments were made: A citizen asked if there is any news from Lakeside Industries?; the PUD Commissioners voted to lend the County 75 meters to assist in the monitoring program on Marrowstone Island; and a week from Wednesday the Planning Commission will hold a hearing on the proposed exceptions in the UDC for agricultural lands and anyone who is interested should review the revised recommendation from the Department of Community Development. Commissioner Titterness seconded the motion which carried. 1. Approve Request To Use Two (2) of Jefferson County's Allocated Days for McCurdy Pavilion for High School Graduation; June 11 and 12,2003; Chimacum High School BID OPENING re: One New Hydraulic Detachable Gooseneck Trailer; Central Services: Terry Logue, ER&R Manager, opened and read the bids received for a new hydraulic detachable gooseneck trailer as follows: Western Power Pape total $37,802.09 with allowance for the trade-in and sales tax. total $33,472.32 with allowance for the trade in and sales tax. Commissioner Wrinkle moved to have staff review the bids for accuracy and to make a recommendation for bid award that is to the best advantage of the County.
