Collects, compiles, analyzes and records real property data and real property sales data into permanent
record. Maintains real property records system of ownership, tax status and legal descriptions. Assists
with the various exemption programs offered, personal property system, providing technical support and
backup as needed by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Other duties may be
assigned.
Receive and review deed records and other instruments of conveyance to determine what revisions of the
assessment cadastre (segregation and/or title transfer) and cadastral maps may be necessary. Compute
area of new parcels and assign parcel numbers according to specific procedures. Perform title searches to
verify property ownership for purpose of segregation and title transfer.
Perform all data entry of real property changes, new construction and revaluation. Ensure that notices are
mailed to taxpayers according to standard procedure.
Interpret legal descriptions to verify property ownership boundaries and measurements. Contact property
owners, attorneys, title insurance companies, appraisers and other County departments to verify and
explain details of complicated or questionable property transactions and to correct inaccurate legal
descriptions.
Insure that all deadlines are met in regard to personal property and real property assessments and that
revaluations are completed on time, and revaluation notices and personal property listings/affidavits are
mailed on schedule.
Gather and analyze information from other County departments (Community Development, Public
Works, etc.), private sources, County appraisers, State agencies, etc. for the purpose of updating and
correcting existing real property data records.
Assist citizens in person or over the telephone with any complaints or questions they have concerning real
property which can be addressed through knowledge or review of cadastral maps and records. Correct
property records when supported by evidence.
Examine documents of sales of urban, rural, commercial and industrial real property. Confirm sales by
letter, telephone or personal contact. Tabulate data for use by appraisers to assess real property and for the
Assessor to conduct ratio studies.

Assist field appraisers in gathering and assembling sales data, maps, public opinion data and other
background information pertinent to performing appraisal of properties. May assist in interpreting and
analyzing such data.
Perform other related duties and develop reports pertaining to real property.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); and five (5) years progressively
responsible administrative experience required; or equivalent combination of education and
experience. Previous experience in an Assessor's Office preferred.
LANGUAGE SKILLS
Ability to read and comprehend instructions and act accordingly; ability to read and interpret
technical documents; ability to write routine reports, correspondence; ability to communicate
complex or controversial issues or regulations to the staff and the public; ability to effectively
present information in one-on-one and small group situations to customers, clients and other
employees of the organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers,
common fractions and decimals and ability to compute rate, ratio and percent.
REASONING ABILITY
Ability to apply common sense understanding to carry out detailed instructions furnished in
written, oral or diagram form; ability to deal with problems involving a few concrete variables in
standardized situations.
COMPUTER SKILLS
To perform this job successfully an individual should have knowledge of database software;
Internet software; MS Excel spreadsheet software and MS Word, word processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have upon hire and maintain a valid Washington State Driver's License with a driving record free of
serious or frequent violations.
Must successfully complete the State program "Fundamentals of Assessment Administration" within one
year of employment.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Ability to successfully complete various required training classes and obtain certificates necessary for
function skills performance, maintenance and improvement.
Knowledge of regulations and ability to discuss applicable regulations with other staff, the public and
management.
Knowledge of modern property appraisal practices, real estate laws, and County Code sections regarding
subdivision and zoning.
Knowledge of legal property descriptions, property conveyance terminology, documents, property data
recording systems and procedures.
Ability to prepare clear, concise analyses and to make complete and accurate changes to existing records.
Ability to use standard office machines such as computer, photocopier and calculator.

Must be self -motivated to meet required deadlines while simultaneously completing other tasks.
Proficiency in handling multiple, unexpected interruptions on an ongoing basis and maintain the ability to
create time for necessary tasks.
