No oonditional use permit can be granted unless consistency with the performance standards of JCC 18.20, the development staMards of JCC 18.30, the procedural requirements of JCC 18.40.280, and the approval criteria of JCC 18.40.530, and other appll=ble requirements of the UDG have been satisfied. Approval of the conditional use is effective for three (3) years ftom the date of original approval. lf a building permit has not been issued within the three (3) year period, the conditional use approval will expire. The following questions will assist in the evaluation of the conditional use request: r[zt[uLo E>s 1 Describe the requested conditional use. Processing and packaging of recreational marijuana. Processing includes drying, hand trimming and placing the marijuana in a package- We do not plan on processing any oils that would require an extraction machine. 2.Explain how lhe conditional use is harmonious and appropriate in design, character and appearance with the existing or intended character and quality of development in the vicinity and with the physical characteristics of the subject property- The property is located in a remote area off of Coyle Road. There are no established residences in the sunounding lots. The buildings will be one story and not visible to the sunounding properties. We plan on mainlaining a banier of naturalvegetation around the property lines. 3.Describe the infrasbucture including bul not limited to roads, fire prolection, water, wastewater disposal, and stormwater control s,hich will sarve the rsquested conditional use. The property will be accessed by a road entrynruay that has a sway in it so the building is not visible from the main road.Fire protection will be in accordance with what is mandated by the county. We will also have an offsite alarm company monitor the building for smoke, fire, and burgulary. 4.Describe the location, size, and height of buildings, structures, signage, walls and fencas, and screening vegetation for the use. There will be a natural vegetiation buffer sunounding the property. No signage will be displayed. There will be two metalpole buildings installed each 5000 sq. ft. The dimensions are 50'X100'by 14'tall. A modular building will be moved to the property dimensions 14'X 60'and placed next to the pole building. There will be 2000 sq. ft. dedicated to drying, trimrning and packaging marijuana and the rest will be used for growing plants- Per Washingrton State Liquor Control Board a 8' tall barrier fence witl be required between the walkwavs of the buildinqs. 5.Dmcrlbe any noise, smoke, dust, fumes, vibrations, odors, outdoor lights or other impacts will be generated by the conditional USE. No noise, smoke, fumes, vibrations, odors, outdoor lights or other impacts will be generated. Odors will be managed through our odor prevention and mitigation plan There will be no detrimental effects lo our neighbors There was a noise study completed and an odor mitigation plan completed and reviewed my ORCA to verifo we will not be disrupting our neighbors. 6.Describe the pedestrian and vehicular trafiic and parking area associated with the conditional use. We will have 2 ADA parking spaces next to the first building along with 3 regular parking spaces as required by the permit. There will also be 2 parking spaces next to the residence. There will not be an excess amount of pedestrain or vehicle traffic. The cottage lndustry permit limits the number of employees to 4 that do not reside at the residence. Page 3 {- 7 Will the proposed conditional use result in the sitinq of an incompatible use adiacent of an airport or airfield? No. 8.Are there any significant adverse impacts on the human and natural environments caused directly by the conditional use? lf yes, can these impacts be mitigated? No adverse impacts on human and natural enviroment shall be created 9.Describe how granting the conditional use will not be materially detrimental to uses or property in the vicinity of the subject parcel. Conditional use will include indoor drying and trimming of recreational marijuana. All of the proposed activities will take place indoors and not have an impact on the neighbors. 10 Describe how granting the conditional use will not be substantially detrimental to the public interest. Recreational marijuana is legal in Washington State. ln no way willgranting the conditional use be detrimentalto the public interest. 11.Does the conditional use have merit and value for the community as a whole? Granting this conditional use does have merit and value for the community as a whole. Not only does it potentitally provide jobs to the community but recreational marijuana can provide medicinal and recreational benifits to adults. lt also breaks down the stigma that surrounds the industry. 12.Describe how the conditional use complies with all other applicable criteria and standards of the Jefferson County Code (JCC) and any other applicable local, state or federal law; and more specifically, conforms to the standards contained in JCC 18.20 and JCC 18.30. Washington lnitiative 502legalized the recreational marijuana industry. Jefferson county code 18.20.295 (B) & (C) establish the definition of prodoucer and processor, our proposed site will encompass both of those. Jefferson county code 18.20.295 (3) (a) & (B) state the zoning on our proposed site is suitable. Jefferson County Code 18.20.030 (3XdXiii). 13.Describe how the conditional use is consistent with all relevant qoals and policies of the Jefferson Countv ComDrehensive Plan. The proposed conditional use on the rural 5.48 acres is to process recreational marjuana. The processing will not be a nusance or disturbance to our neighbors or the community. We will keep a natural buffer of 25' surrounding three sides of the property and a 43' natural bufier green belt on the side of the property that faces the road. The property will be acessed by a road entryway that will have a sway in it so the facility is not visable from the main road. Fire protection will be inaccordance with what is manditated by the county. Water will be accessed through a well that will be drilled on the property. Rainwater will also be captured and held in a storage tank. This will minimize stormwater runoff. Wastewater will be managed by a septic system that will be installed on the property. 4.Describe the topation, size, and height of buildings, structures, signage, walls and fences, and screenino veoetation for the use. A natural vegitation buffer of 25'will surrond the property. No sinage will be displayed. lmmediatly a one story pole building will be installed on the property dimensions 50'X100'x12'. 2,000sq ft. shall be dedicated to drying, trimming, and packaging marijuana and the rest will be growing space. A modular building will be moved to the property dimensions 14'x60' and placed next to the pole building. Future development will include another 5,000 sq. ft. buildinq from qrowing mariiuana. A 8'fence will encoumpas the buildinqs. 5.Describe any noise, smoke, dust, fumes, vibrations, odors, outdoor lights or other impacts will be generated by the conditional use. No noise, dust, fumes, vibrations, outdoor lights will be generated. Odors will be managed through our odor preventiona and mitigation plan. There will be no detrementaleffects to neighbors. 6.Describe the pedestrian and vehicular traffic and parking area associated with the conditional use. There will not be an excess amount of pedistrian or vehicular traffic. The only people frequenting the premises are family. We will have two spaces for the residence. There will be three regular parking spaces and two ADA spaces I I I
