This will allow the Sheriff to hire from the Uniform Support Services eligibility list. FISCAL IMPACT: Animal Services Officer will be paid according to the FOP Collective Bargaining Agreement RECOMMENDATION: Approve and sign the Memorandum of Agreement. REVIEWED BY: y ._.- �` 27 Plip Morley;-Cou Administrator Date MEMORANDUM OF AGREEMENT(2020-1) by and between Jefferson County and JCSOUSS Employee Association PURPOSE: To provide for the return to the Bargaining Unit of the Animal Control Assignment as an element of Uniform Service Staff. A. The Parties are signatory to a Collective Bargaining Agreement (CBA) applicable to certain employees of Jefferson County represented by the JCSOUSS, and; B. Employees employed as Sworn Personnel Assigned Uniform Support Duties are represented by the Association, and; C. The Parties wish to provide for returning such assignment and duties pursuant to the current and subsequent CBA, and; NOW THEREFORE IT IS AGREED: 1. Article 1.1 of the current CBA shall be amended as follows: 1.1 The Employer recognizes the Association as represented by the Fraternal Order of Police (FOP),the exclusive designated representative for all bargaining unit Employees that are regular,full time Uniformed Support Service employees in the Sheriff's Office for the purpose of collective bargaining with respect to wages,hours and other conditions of employment. Part time and Provisional employees and Clerk Hire=n n nimal Services shall not be Bargaining Unit members and shall not be covered by this Agreement for any purpose. 2. The attached Exhibit A job description prepared by the County shall be the job description for Bargaining Unit members on and after January 1, 2020. 3. The Sheriff or Designee shall continue to make work assignments among qualified Uniformed Support Services employees which will now include, when assigned to a Bargaining Unit employee, the duties of Animal Control Officer(ACO). 4. It is agreed that the ACO shall be under the direct supervision of the Jail Superintendent and may assigned to receive ACO dispatches and assignments from the On-Duty Patrol Sergeant or by radio dispatch as is appropriate. a. It is understood and agreed that a reasonable priority in making work assignments is the achievement of minimum jail staffing without incurring "forced overtime" among employees assigned to Corrections Assignments shall be observed. b. The ACO duties if assigned, shall not preclude the assigned employee from shift assignments at the jail to accomplish a. above. 5. The ACO shall be a fully qualified Uniformed Support Services employee completed or scheduled for all required corrections and firearms related training. 6. All other terms of the current CBA shall apply. 7. It is understood that in the application of the above staffing of Uniform Services duties in the Jail and Courthouse takes priority over days off such that, like all Sheriff's staff, employees who are assigned the duties of the Animal Control Officer shall"Flex"their workweek as reasonably requested without penalty to the County and shall be subject to mandatory overtime to assure staff coverage as needed within the Bargaining Unit. Hunsucker, Chief Civil Deputy Jefferson County Prosecuting Attorney's Office JEFFERSON COUNTY Job Description Attachment Description: Uniformed Support Services Job Titles: Corrections Officer Court Deputy Animal Services Officer Department: Sheriffs Office The attachment is to be made part of each of the following job descriptions: - Corrections Officer - Court Deputy - Animal Services Officer Three Job Descriptions in One Classification: In an effort to streamline the Sheriffs Office cross unitization of employees,the Sheriffs Office has created the Uniformed Support Services Division.This allows the Sheriffs Office to incorporate three separate working classifications into one unit.The group classification includes the following three job descriptions: Corrections Officer and Court Deputy and Animal Services Officer. Civil Service Testing: The creation of the Uniformed Support Services Division allows for a"wrap around"job classification recognizing the common requirements shared by all three job descriptions. Thus, allowing a single Civil Service examination.This also allows for flexibility and cross-utilization between these three job descriptions as workload and staffing flow occur. Within the unit,the Sheriff s Office enumerates by title the specific duties,responsibilities, skills and requirements of these positions as described in each of the job descriptions. These classifications may be cross-utilized as workload and staffing flow occur. ESSENTIAL DUTIES AND RESPONSIBILITIES: The position's essential duties and responsibilities include the following: Assist with the enforcement of all ordinances and laws of the City, County, and the State of Washington relating to the care,treatment, control, impound and licensing of animals. Must successfully complete Euthanasia and Chemical Capture Certification within one(1)year of employment. Must complete additional in-service trainings and maintain ongoing certifications as directed. Must be able to pass a Personal Background Evaluation including a Polygraph test, Psychological Test, Physical Exam,Drug Screen and fingerprinting.
