✓ Upgrade JCC 8.50.230 with new expansion language.
"Expansion" means any proposed chane t tali jfr(t�ayes the operations permitted for a commercial shooting facility, including expansions of a
commercial shooting facility lawfully operating as of the effective date of the ordinance codified in this article. Examples of expansions include but aro
not limited to additional firing positions, lengthened periods of operations, increases in permitted firearm caliber or range, or increased size of shot fau
or direct fire zones, Modifications made solely through routine maintenance of a commercial shooting facility, such as the installation of sewer, water
or other utilities, pavement of a parking lot, the installation of safety baffles, construction of side or backstop berms, or the construction or remodel,,.,;
of a clubhouse, shall not be considered an expansion.
(2) An expansion as defined in !CC 8,50.220(X) of a commercial shooting facility shall require a new operating permit.
✓ Upgrade 8.50.250 with a definition of containment.
'Containment" means the prevention of projectiles from leaving a shooting range during operations.
(2) Containment. Commercial shooting facilities shall be operated so that when firearms are operating in accordance with the rules and regulations
(as defined above) there is containment.

Janet Welch's Proposed Changes That Are No Longer Needed
1. Consider changing JCC 8.50.260 (Admin Remedy).
2. Consider changing JCC 8.50.270 (Judicial Appeals).
* Staff agrees that the permitting process between a CUP
and a discretionary use are different and require a change
to JCC 8.50.230(3).
* However, there is no need change the above provisions
(except as suggested by Staff) because they concern the
appeal process and are correct for appeals of decisions to
deny an operating permit under Article III, Chapter 8.50
JCC.
• The new Hearing Examiner Code in Chapter 2.30 JCC will
apply.

Janet Welch's Proposed Changes That Are No Longer Needed
1. Consider changing JCC 18.20.135(2).
2. Consider changing JCC 18.20.135(5)(x).
Staff agrees that the permitting process between a CUP and
a discretionary use are different and require a change to
JCC 18.50.230(3), there is no need change the above
provisions because they concern the appeal process and
are correct for appeals of decisions to deny a discretionary
use permit. The new Hearing Examiner Code in Chapter
2.30 JCC will apply.

Janet Welch's Proposed Changes That Are No Longer Needed
1. Alternative 5, Forestland, and small scale recreation and tourist use criteria
(SSRT): Instead of Alternative 5, add more commercial and industrial land.
SSRT does not really solve the issue of scale because people's perceptions of
"small" vary.
The Board of County Commissioners indicated on February 18, 2020 it did
not intend to adopt Alternative 5. Alternative 4 does not include CSFs on
Forestland subject to the SSRT.
2. Size Limitations: There would be a benefit to predictable, consistent
building maximums. Table 6-1 should be modified.
Table 6-1 does have maximum building sizes for some zones, but not for
Resource Lands. CSFs could have been authorized in Resource Lands under
some alternatives, but not under Alternative 4. This may be an issue worthy
of future discussion as a part of the Comp Plan Docket. Considering that
Alternative 4 is the alternative the Board of County Commissioners has
indicated it will adopt, no further consideration of building size limitations is
needed in order to approve a revised Title 18 Ordinance.
