1. PURPOSE
To amend the Fee Schedule for Jefferson County Environmental Public Health to reflect adjustment to
services affected by changes to the Food Establishment and Solid Waste Fees.
2. ADOPTION OF JEFFERSON COUNTY BOARD OF HEALTH FEE POLICY
The Board of Health hereby adopts and incorporates by reference the Fee Policy attached in Appendix A.
3. EFFECTIVE DATE
This Ordinance and the attachment shall be in full force and effective on January 1, 2020.
4. FEES:
The fee schedule for Jefferson County Environmental Public Health is hereby set by the Jefferson
County Board of Health as listed on the fee schedule attached in Appendix B. Any text specifically
listed is deemed regulatory rather than advisory and as such has the full force and effect of local law.
5. SEVERABILITY
A determination that any text, fee, or fee adopted as part of this Ordinance is unlawful or illegal shall
not cause any other text, fee, or fees adopted as part of this Ordinance, that is unaffected by the
determination, to be repealed, revised, or reduced.
6. PRIOR FEE SCHEDULE REPEALED
Any fee schedule previously adopted by this Board is hereby repealed and replaced by this Ordinance.
7. SEPA COMPLIANCE:
On December 2"d, 2019, Patty Charnas, Department of Community Development Director and SEPA
Official, determined that this proposal and the associated Board of Health Fee Schedule is categorically
exempt per WAC 197-11-800(19) (a).

Environmental Public Health Fee Policy
BACKGROUND
The Environmental Public Health Division (EPH) of the Jefferson County Public Health is primarily an
enterprise fund. Generally, EPH provides services to the public for a fee, such as permits for onsite
sewage systems, food service establishments, solid waste handling facilities, water recreation
facilities, etc. EPH also utilizes state and federal grant dollars to conduct various activities such as
solid waste education and enforcement and surface water pollution identification and correction
projects.
PURPOSE
Fees assessed and collected beginning January 1, 2020 shall adhere to the following policy as approved
by the Jefferson County Board of Health.
GUIDING PRINCIPLES
• Fees should be predictable and understandable to the customer.
• The Government Finance Officers Association supports the consideration of affordability in
the setting of fees that fund governmental services.
• Fee based services are defined as operations related to processing permit applications, facility
inspections, plan reviews, etc.
• Fees are designed to pay for both individual services and the individual programs that provide
those services.
• Applicants pay for the services received.
• Fees shall include direct and indirect costs associated with service delivery.
• The funding structure should support the Department's operations through economic cycles
and fluctuations in workload.
• Fee schedule should be reviewed periodically to ensure that it will continue to generate
sufficient revenue to pay for individual services and individual programs.
• The fee system should be efficient and cost-effective to manage.

FEE POLICY
• Fees are currently based on a calculated composite hourly billing rate. The most recent
update to this rate was approved by the Board of Health on September 18th, 2014 (Ordinance
No. 08-0918-14) and took effect on November 1, 2014. The rate was originally set at $85.00
per hour. Since that time, the rate has increased to $92.00 with automatic adjustments
related to inflation (CPI).
• The composite hourly billing rate incorporates costs related to salary, benefits, unemployment
insurance, workers compensation insurance, etc. It also accounts for costs related to paid
holidays, and staff being on general leave and sick leave. Indirect costs are not considered in
the calculation.
• From time to time, Environmental Public Health will conduct Activity Based Costing (ABC) and
individual program evaluations to ensure that fees continue to be adequate to pay for program
services.
• Applicants or individuals shall pay for the hearing examiner's services. Applicants or
individuals making appeals to the hearing examiner shalt pay the fee as established in the
current fee schedule.
• Temporary Food Establishment fees may be reduced up to 25% for organizations qualified
under Internal Revenue Code Section 501(c)(3) for exempt purposes, namely purposes that
are charitable, religious, educational, scientific, literary, test for public safety, foster
national or international amateur sports competition, and preventing cruelty to children or
animals. The term charitable is used in its generally accepted legal sense and includes relief
of the poor, the distressed, or the underprivileged; advancement of religion; advancement of
education or science; erecting or maintaining public buildings, monuments, or works;
lessening the burdens of government; lessening neighborhood tensions; eliminating prejudice
and discrimination; defending human and civil rights secured by law; and combating
community deterioration and juvenile delinquency. Organizations or individuals requesting
the reduced fees must complete an application to be considered. County general funds must
be available to reimburse Environmental Public Health for all fee reductions, for the
reduction to be given.
• Each fee covers the cost of intake, permit review, and inspections. If it is determined that
the amount of staff time spent processing a particular permit application has exceeded time
spent in the permit fee, the applicant will be required to pay the hourly rate for review and
any subsequent inspections.
• Other county departments or state/federal agencies that utilize Environmental Public Health
services will pay the appropriate fees per the current fee schedule.
• Fees are due and payable at the time services are requested unless otherwise specified in the
established fee schedule and policies. Failure to pay established fees may result in one or
more of the following:
✓ No additional inspections, including final inspections, will be scheduled or performed
until all outstanding fees are paid.
✓ No Temporary or Final Certificate of Occupancy will be approved or issued for a project
with any outstanding fees on any permit associated with the project.
✓ An approved or issued permit may be revoked for non-payment of fees.
✓ Any outstanding fees will be collected by Environmental Public Health using available
collection methods, consistent with all local, state, and applicable federal laws or
regulations including Health Department and County policies.

• Certain Environmental Public Health fees may be waived by the Public Health Director or
Deputy Public Health Director at the request of the Environmental Public Health Director or
Environmental Health Manager. However, County general funds must be available to
reimburse Environmental Public Health for all fee waivers, for the waiver to be given.
• No applicant will be charged additional hours or credited with hours without a review by the
appropriate manager or Director to ensure the increase/ reduction is valid.
