To all assembled at the Hearing regarding the move of a marijuana facility from Glen
Cove lndustrial Park, to a parcel of rural residential property in Quilcene on the Coyle
Peninsula. To do so, the owners, Tracy & Mark Williamson are building a house on the
property and moving there from Poulsbo as the basis for the Cottage lndustry
requirement. Oh, wait. Perhaps thgy are not moving there, Luke Williamson is the bona
fide resident designated, so we know he is moving there.
Some questions came up for me while reading the Staff report for this project.
'1.) Gomplehensive Plan Designation: How is it that a 5.48 acre parcel of land in
Jefferson County is designated RR 1:2O?
2.) As I read it, the SEPA exemption under WAC 197-11-800 (1) exempts a single family
residence. (1) (b) and (1) (d) refer to storage and/or packing sheds, no mention of
greenhouses or indoor growing buildings, only inert storage.
3.) Light management & odor poltution as described in the Response section to Exhibit
10 concerns, do not address the need to open the structure to the air to mitigate
condensation. Air tight? Meta! building? As Exhibits with mitigations are mentioned but
not provided, they may have solved those issues before erecting the buildings, but
they're not stated here.
4.) Please explain the Dust: section... under Criteria (d). lt reads as follows:
"Dust: Any dust generated by operations will be contained within the steel structures
and removed by the filtration system before discharge from the building to the outside
atmosphere."
lf the dust is removed, what is it they're discharging?
5.) Under Vibrations: Will generators be utilized incase there is, for a prolonged period
of time, electrica! outages due to weather conditions? If not using generators, how will
that almost guaranteed eventuality be addressed?
6.) Under section (g) on p. 1 3,. ..
(o) "No more than 5k square fee of building area shall be devoted to the Cottage
lndustry. Only 2k square feet will be devoted to processing which requires the Cottage
lndustry standards."
ls it 2k or 5k of Cottage lndustry? Only one Cottage lndustry is allowed per property...
(r) Exceeds minimum parce! size by 4.48 acres. lf parcel is 5.48 acres, how is this
possible? Cunently in Rural Residential can you site a grow on a one acre parcel?

7.) To justify the claim that "16s project will have a positive or beneficial impact to the
County as well." wil! a condition be added that the 4 potential outside employees, be
bona fide residents of Jefferson County? Or is the meaning here only that more mj will
be available?
8.) "Policy LU-P-27.3. Coftage industries are an accessory use to the primary
residential use and shall be operated by the owner or lessee of the property, who shall
reside either within a single-family dwelling or an accessory dwelling unit, subject to
conditional use permit review procedures. "
So that means that even though Tracy is on most applications, Luke is the actual
owner or lessee of the propefi as he is the one designated the bona fide resident.
Correct?
9.) Under the Staff Conditions of Approval...
3. & 4. According to these stiputations, the potential perpetrator is the one tasked with
telling on him/herself about the product waste and its related toxicity. Who & how &
when is it "properly" evaluated for the grower's stated bad Yo-age?
5. Seems to have a comprehensive plan in place. Bravo
8. How is the septic use to be monitored monthly?
11. lt would seem more responsible to be able to assess the sound levels and
mitigations before the building is in place.
ln conclusion, I truly believe it is important to maintain rural residential as both rural and
residential. As nice as the Williamsons might be, I do not believe the siting of their
industrial operation at 9790 Coyle does that. Thank you.
