HomeMy WebLinkAboutM021220 TFMINUTES , ,hQEport :� Force Townsend Affordable Housing & Homeless Housing Task Regular Meeting — Wednesday, February 12, 2020 at 2:00 p.m. Jefferson County Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA MEMBERS: Amanda Funaro Fred Kimball Barbara Morey Terry Smith Sarah Rogers Lori Fleming Frank Hoffman Michelle Sandoval Ben Casserd Whitney Friddle Peggy Webster Roy Walker David Rymph David Sullivan Barbara Carr Brian Nash Kay Kassinger Kathy Morgan Jeff Monroe Joe Nole Kelli Parcher Jean Camfield Alternates: Amy Howard (for Michelle Sandoval), Ken Dane (for Jean Camfield), and Julia Cochrane (for Barbara Morey) CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Regular Meeting to order at 2:02 p.m. in the presence of City Council Member Amy Howard, Amanda Funaro, Sarah Rogers, Ben Casserd, Frank Hoffman, Kathy Morgan, Lori Fleming, Terry Smith, Jeff Monroe, Joe Nole, Kay Kassinger, Barbara Morey, Fred Kimball, Peggy Webster, and Whitney Friddle. Julia Cochrane arrived later in the meeting. Also present were Public Health Director Vicki Kirkpatrick and Facilitator Lizanne Coker. REVIEW and APPROVAL of MINUTES: Member Funaro moved to approve the Regular Meeting Minutes of January 22, 2020 as presented. Member Morgan seconded the motion. The motion carried. SUBCOMMITTEE REPORTS: Communication: Member Fleming reported that their Communication Subcommittee is working on a vision statement and a list of priorities for the Communication Action Plan. Coordinated Entry Advisory Board (CEAB): Member Rogers reported that the CEAB Subcommittee team is working on a draft to create an intake form much like the one used in Kitsap County. Member Morgan will present the form to the State Board on which she sits. Grants: Facilitator Coker reported that the City of Port Townsend is reviewing the $50,000 grant for a Housing Plan and Code updates. Code Amendments: The Committee approved the creation of a subcommittee on Code Amendments. Members Kimball, Monroe and Morey will serve on the subcommittee. REQUEST FOR PROPOSALS (RFP) SCREENING PANEL UPDATE: Members Walker, Kassinger and Webster will have a recommendation ready to present at the next meeting. POINT IN TIME (PIT) COUNT UPDATE: PIT Staff member Allison Arthur reported that the PIT count regarding homeless individuals in Jefferson County disclosed that there were 94 unsheltered and 101 sheltered persons, which total 195 altogether. The Washington State Department of Commerce is adjusting the count to 168, removing tallies of those who "Couch Surf' from the count. Member Rogers noted that a housing survey was attempted by the School Districts, but they did so in the form of a mail -in survey. The survey failed due to the fact that most homeless people do not receive mail. Member Morgan will bring forward more information. RECESS: The meeting was recessed at 3:10 p.m. and reconvened at 3:15 p.m. DISCUSSION ROUND TABLE: The following topics were discussed: Member Nole offered Chief Evens as his Alternative. Member Sullivan requested that Chief Evans fill out the Task Force Committee application. Member Monroe is building a housing model for the Task Force Committee. Member Hoffman would like more demographic on our community regarding addiction, age and other factors as it would help with the Communication Action Plan. Member Friddle shared that Jumping Mouse Children's Center is having a fundraiser on February 22, 2020. Member Morgan shared that the new OlyCAP Executive Director is Cherish Cronmiller. Member Kassinger shared that interviews are underway for her position at Peninsula Housing Authority. Member Casserd has received his certificate for coaching to work at the Recovery Cafe. Member Fleming reported that Discovery Behavioral Health has a new staff member. Member Sullivan shared that the Jefferson County Transit Department is running a survey. Member Webster will reach out to the local Tribes. Council Member Howard reminded everyone that the Affordable Housing Committee meets at 3:00 p.m. on March 20, 2020. Member Cochrane stated that the Warming Center needs donations and support. Member Kimball noted that Habitat for Humanity has a hard time funding land in Port Hadlock, and is currently looking at a lot to purchase in Port Townsend. Member Smith reported that Jefferson County Association of Realtors is holding a drive for coats. Task Force Members that serve on the Joint Oversight Board and the Task Force Committee members discussed holding a Special Meeting on February 28, 2020 at 1:00 p.m. to review 2020 Funding Allocation requests. PUBLIC COMMENT PERIOD: An individual from the audience announced that a new Superintendent for the Port Townsend School District has been hired.
