HomeMy WebLinkAbout10 20 , -1k, C .- -NA" • Jefferson County State of Washington A RESOLUTION TO AUTHORIZE A ) RESOLUTION NO. 10_70 PUBLIC INFRASTRUCTURE FUND } GRANT AWARD IN 2020 } WHEREAS, RCW 82.14.370 authorizes a sales and use tax to provide funding of public infrastructure projects; and WHEREAS, pursuant to RCW 82.14.370, Jefferson County has established the Public Infrastructure Fund and a program for its administration as codified in Jefferson County Code Chapters 3.28 and 3.36; and WHEREAS, on March 4, 2019, the Board of County Commissioners reviewed and approved six public infrastructure project proposals/grant requests from five different public agencies; and WHEREAS, one approved project proposal/grant request was for the City of Port Townsend's 7th Street Corridor Extension project; and WHEREAS, the City of Port Townsend has requested that the Public Infrastructure Board consider replacing the 7th Street Corridor Extension project proposal/grant request with a new Regional Stormwater Facility project proposal/grant request; and WHEREAS, the Public Infrastructure Board approved the City of Port Townsend's request on February 20, 2020 and recommends that the Board of County Commissioners approve the Public Infrastructure Board's recommendation and authorize the Central Services Director to prepare and submit a grant agreement to the Board of County Commissioners; and WHEREAS, the Jefferson County Board of Commissioners concurs with the Public Infrastructure Fund Board's recommendation and wishes to authorize the preparation of a new grant agreement for County Commissioner review and action; NOW THEREFORE BE IT RESOLVED,that: 1. The Jefferson County Board of Commissioners concurs with the February 20, 2020 recommendation of the Public Infrastructure Fund Board. Page 1 of 2 2. The Central Services Director, as the Public Infrastructure Fund Administrator, is authorized to develop for Board of County Commissioners review and subsequent action a Public Infrastructure Fund grant agreement consistent with state law and county code. REGIONAL STORMWATER FACILITY CONSTRUCTION WHEREAS, the Public Infrastructure fund (PIF)is a Jefferson County-administered fund consistent with RCW 82.14.370 that is dedicated to financing public facilities serving economic development purposes; and, WHEREAS,the City of Port Townsend has committed to the economic development of the Rainer Street and Upper Sims Way area including a$10 million redevelopment of Rainier Street and the creation of the subarea plan; and, WHEREAS,the City's previous investment in the area has already increased the economic viability of the area with the opening of several new businesses; and, WHEREAS,in May 2019 the City applied for and received a PIF grant in the amount of $300,000 for the 7th Street project of the Rainier Street commercial corridor in order to assist adjacent property owners in development of their street frontage improvements; and, WHEREAS, one of the key businesses contributing to the 7th Street project will no longer be relocating to the fronting property; and, WHEREAS,the development of the regional stormwater facility serves the same district and a larger number of properties and therefore further enhances the area's economic potential that is geared toward small-scale and artisan manufacturing; NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port Townsend, Washington, as follows: 1. The City Manager is authorized to execute and submit an application to the Jefferson County Public Infrastructure Board seeking$300,000 in grant funds for the design and construction of the regional stormwater facility and at the same time,rescind the grant for the 7th Street project. 2. The City Council will allocate additional funds for the project upon receipt of the grant. The City of Port Townsend is undertaking a project that involves a collaboration between the public and private sectors to install a regional stormwater facility for commercial/industrial projects area on the Rainier Street Corridor from Discovery Road to South of SR 20 (Sims Way). With the poor soils in the core of this commercial district, valuable available land would be required to detain and treat stormwater runoff. Creating a regional detention option allows for maximum utilization of the developable land in the core areas of the Work District. The regional detention/infiltration system is to be installed just outside the City limits adjacent to Mill Road where sandy soils allow for infiltration of stormwater. After completion, benfitting properties can"buy into"the system. City streets comprise approximately 50%of the runoff area; therefore, approximately 50%of the project cost can be recovered in the future through charges to benefitting properties. To date,the City has purchased property for the stormwater facility, has completed all field work,coordinated with County on required field testing work and is nearly complete with plans and specification bid documents. The project is"shovel ready"to move to construction for completion by October of this year. The project is funded in large part by a CERB loan, along with a city match from the stormwater utility. The City needs additional funding to complete the construction phase; PIF funding would make up the needed difference and reduce the cost to benefiting properties by approximately 20%. 'rector DATE: March 2,2020 RE: RESOLUTION re: to authorize a public infrastructure fund grant award in 2020 STATEMENT OF ISSUE: On March 4,2019,the Board of County Commissioners approved Resolution 13-19 approving the Public Infrastructure Board's recommendation to fund all six projects submitted for grant funding and authorizing the Central Services Director to draft grant agreements with the submitting public agencies. One of the approved projects was for the City of Port Townsend's 7th Street Corridor Extension project. Since then the City of Port Townsend has developed a new project that will provide for a Regional Stormwater Facility to serve the entire Rainier Street Corridor,which is a significant element in the City's economic development plan. The new project will enable new businesses to tie into the regional stormwater facility and avoid having to build their own stormwater facilities. The City, on February 20, 2020 submitted a proposal to the Public Infrastructure Board requesting that the Board replace the previous agreement and approve a new one for the Regi all Stormwater Facility project. ANALYSIS: A resolution concurring with the Public Infrastructure Board's recommendation and authorizing the Central Services Director to prepare a grant agreement for the Board of County Commissioners to consider is attached. FISCAL IMPACT: Adequate funds are available in fund balance in Fund 306 to pay for the entire grant.
