MINUTES
Week of April 28, 2003
Chairman Dan Titterness called the meeting to order at the appointed time. Commissioner
Huntingford and Commissioner Wrinkle were both present.
APPROVAL OF MINUTES: Commissioner Huntingford moved to approve the minutes of
April 21, 2003 as presented. Commissioner Wrinkle seconded the motion which carried by a unanimous
vote.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator David
Goldsmith reported on the following:
· A tentative labor agreement has been reached with UFCW 1001 and he will go over the offer with
the Board in Executive Session.
· This week he is conducting telephone interviews with 8 applicants for the Central Services Director
position. This will narrow the number of candidates who will have "in person" interviews with the
interview team.
· The GEMS Accounting System change over is moving forward on schedule.
· The Tri Area UGA Task Force met last week to review the work that needs to be done regarding
transportation and stormwater. It appears that the cost will be much higher than was originally
estimated. He will be going over the numbers with the consultant this week. Some of the work may
have to be done in house.
· He is drafting a resolution to create a Blue Ribbon Panel for the Courthouse Clock Tower project.
He asked the Board for direction on how detailed they want this document to be.
· The used refrigerators at the Port Townsend Community Center have been a problem for the Food
Bank for several months. They need a good walk-in remgerator. The Food Bank was the recipient
of $7,000 that was raised at the Port Townsend Rotary Auction and some ofthe funds can be used to
purchase a new refrigerator.

AUTHORIZATION TO PURCHASE NEW COPIERS: Treasurer Judi Morris, Assessor
Jack Westerman, and District Court Clerk Tracie Craig were present when David Goldsmith requested that
the Board approve a one time expenditure of $33,000 to replace 4 high volume copiers that aren't scheduled
to be replaced unti12004. This also includes the copier in the Commissioners' Office. Copiers are
scheduled to be replaced every 5 years, but these copiers produce a high volume of copies and have to be
repaired fTequently. It is the general consensus in these offices that the copiers need to be replaced before
next year.
Commissioner Huntingford moved to authorize the replacement of the 4 copiers for the Treasurer's Office,
the Assessor's Office, District Court, and the Commissioners' Office as requested. Commissioner Wrinkle
seconded the motion which carried by a unanimous vote.
PUBLIC COMMENT PERIOD: The following comments were made: the Planning
Commission has scheduled a public outreach workshop on water conservation on May 31 at the Garden
Club on Marrowstone Island; a member of the East Jefferson Chapter of the Puget Sound Anglers
Association thanked the Board for writing a letter in support of their North of Fa1con proposal to change the
salmon fishery season in Area 9 and reported that several provisions of their request were approved by the
State Department of Fish and Wildlife, and they want to sponsor a seminar on catch and release fishery that
would increase the length ofthe salmon fishing season and attract more people to the County to fish; there
were 3 accidents at the intersection of Four Corners Road and Highway 20 last week and this is a dangerous
intersection that needs a light but the State has ignored neighbor's requests; there are other intersections and
State highways in the County that are dangerous because of cars trying to pass on windy, narrow roads; 2
years ago a complaint was made to the Commissioners about County employees trespassing on private
property and the need for an access policy and nothing has been adopted yet (David Goldsmith replied that
Staff is aware that they must have permission of the owner to go onto private property if they don't have a
warrant; the access policy was integrated into a draft Enforcement Ordinance that will be available for
review by the public and the Board within 30 days;) a few months ago the issue of septic inspections was
brought up at the Board of Health meeting and nothing has been done; Leslie Locke in the Commissioners'
Office and Al Scalf at DCD go out of their way to help people in a timely manner; thank you to
Commissioner Huntingford for his honesty in reports that he gave to the police regarding a law suit against
County officials; legislation was introduced to create State mandates about public employees not going onto
private property without the property owners' permission; and the PUD staff was reminded about not going
on private property without permission after the Board of Health Meeting.

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Huntingford moved to approve the Consent Agenda as presented. Commissioner Wrinkle seconded the
motion which carried by a unanimous vote.
1. ORDINANCE NO. 05-0428-03 re: Revisions and Additions to the County's Unified Development
Code in Order to Implement a Settlement Agreement between Jefferson County and the Washington
Environmental Council (Comprehensive Plan Amendment #MLA02-485)
2. AGREEMENT #7527, Amendment No.5 re: Biennial Agreement; Jefferson County Health and
Human Services; Washington State Department of Social and Health Services
Pat Pearson, Water Quality Faculty, WSU Cooperative Extension and Tom Cowan,
Director of Northwest Straits Commission re: Marine Resources Program Funding: Tom Cowan
presented a progress report, a newsletter, and a $70,000 "symbolic" check fTom the Northwest Straits
Commission to the Jefferson County Marine Resources Committee's for their 2003 workplan. The MRC's
workplan includes: native Olympia oyster restoration, forage fish and salmon smolt assessment in Dabob-
Tarboo Bay and a voluntary eel grass project in Port Townsend Bay.
He explained that there are 7 MRCs in the Northwest Straits counties that have representatives on the
Northwest Straits Commission. There are also 5 members appointed by the Governor and a Tribal
representative appointed by the Secretary of Interior. The Commission provides funding support to the
MRCs, on-going training for volunteers, technical assistance, and they also coordinate activities between the
MRCs.
The Commission also sponsors regional projects including a Derelict Fishing Gear Removal Project. There
are tons of abandoned or lost gill nets or per seine nets in the Straits and Hood Canal that kill fish, marine
birds, and mammals. A data base has been established with an 800 number and web site to report the
location of abandoned gear. In addition, certain protocols have been adopted to remove and dispose of this
harmful gear. The Commission is currently seeking additional funding for this project because at this point
all funding goes to removing the gear.
The Northwest Straits Commission, established by Congress, was set up as an experiment in citizen
empowerment to improve the marine resources and habitat in the Northwest Straits. It is beginning it's 5th
year. At the end of the year, there will be an evaluation by an independent panel to see ifthe Commission
has been successfully achieving the 8 performance benchmarks that were set when it was established. They
feel that the MRC is very similar to a Planning Commission as an advisory committee. They will be asking
for the Board's support within the next few months.

Hearing Re: Interim Official Controls (Development Regulations) for Marrowstone Island
_ Seawater Intrusion Ordinance No. 03-0303-03: Director of Community Development Al Scalf explained
that this interim control was adopted by the Board and implements the requirements of the WWGMHB
order regarding Marrowstone Island. The interim control is effective for 6 months, or until September 3. It
is anticipated that this ordinance will be incorporated with the final official control on Countywide
regulations regarding seawater intrusion. A Planning Commission hearing is scheduled this Wednesday on
the new draft official control ordinance.
In 2002, there were 2 mobile home permits and 9 single family residence building permits for Marrowstone
Island. Activity to date in 2003 is 2 new manufactured homes and 4 new single family residences. None of
the building permits have been conditioned relative to the interim control.
The Board is required to have a public hearing within 60 days of passing an interim control. No additional
action by the Board is required.
Chairman Titterness opened the hearing.
Beau Brickelmever, President of Aquatic Resources Conservation Group, stated that they will be filing
written comment at the Planning Commission hearing on Wednesday night, but they want to express their
opinion that they do not believe that this ordinance addresses the needs of the Marrowstone Island residents
or the legal requirements of the WWGMHB.
Hearing no further comments for or against the interim official controls on seawater intrusion for
Marrowstone Island, the Chair closed the hearing.
Letter Regarding Substitute Senate Bill 5659, Extension Growth Management Act (GMA)
Update Deadline: David Goldsmith reported that the Legislature has passed a bill that is before the
Governor to extend the deadline for the update of Jefferson County's Comprehensive Plan fTom 2004 to
2005. He recommended that the Board send a letter in support of this bill to Governor Locke.
Commissioner Huntingford moved to have the Chair sign a letter to the Governor in support of this
legislation. Commissioner Wrinkle seconded the motion which carried by a unanimous vote.

The Board met in Executive Session from 11 :30 a.m. to noon with the County Administrator,
the Treasurer and the Clerk of the Board collective bargaining.
