Regular Meeting — Monday, February 24, 2020, 9:00 a.m.

CALL TO ORDER: Chair Greg Brotherton called the meeting to order at the appointed
time in the presence of Commissioner Kate Dean and Commissioner David Sullivan.
PUBLIC COMMENT PERIOD: The following is a summary of comments made by
individuals in attendance at the meeting and reflect their personal opinions.
• Comment regarding an upcoming meeting in Port Angeles regarding underserved Veterans in
Jefferson and Clallam Counties, and request for Commissioner support.
• Comment regarding an upcoming meeting in Port Angeles regarding underserved Veterans in
Jefferson and Clallam Counties, and request for Commissioner support.
• Comment regarding the proposed Commercial Shooting Facilities ordinances, and a request to
clarify language.
• Comment regarding the Makah Tribe's Treaty Right to whale, and requesting Commissioner
support of their rights.
• Comment regarding the Coronavirus outbreak in China.
• Comment supporting the Makah Tribe's Treaty Right to whale.
• Comment regarding the Department of Natural Resources' proposed land exchange.
• Comment regarding Commissioner Sullivan not seeking re-election, noise coming from the
Jefferson County Sportsmens Association (JCSA) and the aquifer recharge zone in that area.
• Comment regarding the Jefferson County Equestrian Park, activities of the JCSA and shooting
noise coming from nearby private properties.
• Comment regarding activities of JCSA and shooting noises coming from nearby private properties.
• Comment regarding the proposed Commercial Shooting Facilities ordinances, and a request to
clarify language.
• Comment regarding the proposed Commercial Shooting Facilities Moratorium.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended and reviewed their meeting schedules.
The meeting was recessed at 9:56 a.m. and reconvened at 10:01 a.m. with all three
Commissioners present.
CONTINUED DELIBERATION AND POTENTIAL ACTION re: Ordinance to
Amend Ordinance No. 14-1209-19 Establishing a Moratorium on Commercial Shooting Facilities
in Unincorporated Areas of Jefferson County: County Administrator Philip Morley and Chief Civil
Deputy Prosecuting Attorney(DPA) Philip Hunsucker explained edits aimed to clarify the proposed
ordinance.
After the Commissioners deliberated on the issue and made additional edits, Commissioner Dean moved
to adopt ORDINANCE NO. 02-0224-20 re: An Amendment to Ordinance 14-1209-19 Establishing a
Moratorium on Commercial Shooting Facilities in Unincorporated Areas of Jefferson County, as
amended.

COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners
reviewed their meeting schedules.
CONTINUED DELIBERATION AND POTENTIAL ACTION re: Ordinance to
Amend Title-8 Health & Safety Regulations for Commercial Shooting Facilities and to Amend
Title-18 Development Regulations for Commercial Shooting Facilities: County Administrator Philip
Morley and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker were present to assist in
deliberations of the proposed ordinances and to answer any questions posed by the Board.
The Commissioners deliberated on the issue and discussed additional edits. Staff will incorporate those
edits and bring forward a draft for further deliberation during the afternoon session.
The meeting was recessed at 11:59 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• UPDATE re: Public Infrastructure Fund (PIF): A resolution for PIF Board
Recommendations and a Grant Agreement will be brought forward to the Board of County
Commissioners (BOCC) during the next BOCC meeting.
• Upcoming U.S. Navy events
• Calendar Coordination
CONTINUED DELIBERATION AND POTENTIAL ACTION re: Ordinance to
Amend Title-8 Health & Safety Regulations for Commercial Shooting Facilities and to Amend
Title-18 Development Regulations for Commercial Shooting Facilities (Continued from the
morning session): The Commissioners, County Administrator Philip Morley and Chief Civil Deputy
Prosecuting Attorney Philip Hunsucker continued deliberations and edits to an ordinance to amend
Title 8.
The meeting was recessed at 4:05 p.m. and reconvened at 4:12 p.m. with all three
Commissioners present.
CONTINUED DELIBERATION AND POTENTIAL ACTION re: Ordinance to
Amend Title-8 Health & Safety Regulations for Commercial Shooting Facilities and to Amend
Title-18 Development Regulations for Commercial Shooting Facilities: The Commissioners, County
Administrator Philip Morley, Chief Civil Deputy Prosecuting Attorney Philip Hunsucker and
Department of Community Development Director Patty Charnas (via teleconference call) continued
deliberations and edits to proposed ordinances that would amend Title 8 and Title 18.
Commissioner Sullivan moved to adopt ORDINANCE NO. 03-0224-20 re: Repealing and Replacing
Ordinance 15-1214-18 and Amending Title 18 Jefferson County Code related to Commercial Shooting
Facilities, with amendments, and to direct staff to prepare for signature for all three Commissioners,
with permission to staff to fix typos or numbering issues. Commissioner Dean seconded the motion
which carried by a unanimous vote. The Ordinance was approved at 4:21 p.m.

Commissioner Dean moved to adopt ORDINANCE NO. 04-0224-20 re: Repealing and Replacing
Ordinance No. 12-1102-18 and Amending Title 8, Chapter 8.50 Jefferson County Code related to
Shooting in the County, with amendments, and give permission for staff to prepare for signature for all
three Commissioners, with permission to fix any typing or numbering issues. Commissioner Sullivan
seconded the motion which carried by a unanimous vote. The Ordinance was approved at 4:23 p.m.
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
4:23 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
