SUBJECT: Request for Board of County Commissioners approval of an easement request from
Jefferson County Public Utility District No. 1 (PUD)
STATEMENT OF ISSUE: Jefferson County PUD is requesting that the County grant an easement on
the County property upon which the Jefferson County Sportsmen's Association(JCSA) is located.
ANALYSIS: JCSA applied for and obtained a grant from the Washington State Resource Conservation
Office (RCO). The grant funds a noise mitigation project that requires power to be run to the 100-yard
rifle range at the northeast corner of parcel number 001083012. Exhibit A attached to the easement
contains an aerial photograph of the parcel and a schematic of the planned power installation.
FISCAL IMPACT: This request has no fiscal impact.
RECOMMENDATION: That the Board of County Commissioners approve the attached easement.

For and in consideration of One Dollar($1.00)and other valuable consideration in hand paid,
Jefferson County ("Grantor" herein), its successors and assigns hereby conveys and warrants to PUBLIC UTILITY
DISTRICT#1 OF JEFFERSON COUNTY, a Washington Municipal ("Grantee" herein), its successors and assigns
for the purposes hereinafter set forth, a nonexclusive perpetual easement over, under, along, across and through the
following described real property("Property"herein)Jefferson County,Washington:
SEE EXHIBIT"A"ATTACHED HERETO AND BY THIS REFERENCE MADE A PART HEREOF.
EASEMENT LOCATION: Except as may be otherwise set forth herein, Grantee's rights shall be exercised upon
that portion of the Property (the Easement Area" herein) that is ten (10) feet in width having five (5) feet of such
width on each side of the centerline of Grantee's systems located as constructed or to be constructed, extended or
relocated on the Property,except those portions of the Property occupied by existing building footings, foundations,
and/or subsurface structures.
1. Purpose. Grantee shall have the right to use the Easement Area to construct, operate, maintain, repair, replace,
improve, remove, and enlarge one or more utility systems for purposes of transmission, distribution and sale of
electricity. Together with the right of access over and across said Property to enable Grantee to exercise its rights
hereunder. As used herein, the term "systems" shall include all appurtenances and facilities as are necessary, in the
judgment of Grantee,for the operation and maintenance of said systems.
2. Grantor's Use of Easement Area. Grantor agrees not to erect any structures on said Easement Area, and further
agrees not to place trees, rockeries, fences or other obstructions on the Property that would interfere with the
exercise of Grantee's rights herein.
