RE: MOTION re: Schedule a Special Meeting of the Board of County Commissioners
for CONTINUED DELIBERATIONS AND POTENTIAL FINAL ACTION:
Ordinance Repealing and Replacing Chapter 18.22 of the Jefferson County Code,
Known as the Critical Areas Ordinance; 1:00 p.m., Tuesday, March 10, 2020, in
the Commissioners' Chambers at the Jefferson County Courthouse, 1820
Jefferson Street, Port Townsend, WA
STATEMENT OF ISSUE: The Board of County Commissioners (Board)held a duly noticed
public hearing on an Ordinance Repealing and Replacing Chapter 18.22 of the Jefferson County
Code, known as the Critical Areas Ordinance (CAO) on March 2, 2020.
On March 9, 2020 the Board will review written and verbal testimony and will deliberate and
potentially take final action on the draft code.
ANALYSIS: In the event the Board does not conclude their deliberations and take final action
of the CAO on March 9, 2020, a special meeting should be scheduled to conduct continued
deliberations and potentially adopt an ordinance later that same week. This is necessary to
comply with the state Growth Management Act and maximize the likelihood that the State
Legislature will pass an appropriation to reallocate $1.5 Million for final design of the Hadlock
Wastewater Treatment System. A special meeting is proposed for 1:00 p.m., Tuesday, March
10, 2020, in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson
Street, Port Townsend, WA. The Open Public Meetings Act requires at least 24 hours' notice for
holding a special meeting. The special meeting can be cancelled without prior notice at any
time, if it is not needed.
FISCAL IMPACT: Conducting deliberations requires staff time and resources which is funded
by the general fund.
RECOMMENDATION: Approve a motion to schedule a special meeting at 1:00 p.m. on
Tuesday, March 10, 2020 in the Commissioners' Chambers at the Jefferson County Courthouse,
1820 Jefferson Street, Port Townsend, WA to conduct continued deliberations and potentially
take final action on the CAO.
