HomeMy WebLinkAboutM030220 11SU �O - !t1 siiiNdc MINUTE S Jefferson County Board of Commissioners Regular Meeting — Monday, March 2, 2020, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton called the meeting to order at the appointed time in the presence of Commissioner Kate Dean and Commissioner David Sullivan. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment regarding the adoption of the Commercial Shooting Facilities Ordinances,the importance of Primary Election ballot secrecy and the County's Social Media Policy. • Comment regarding the Primary Election ballot. • Comment regarding the Primary Election ballot. • Comment regarding the Public Comment Period, and treatment of those with Coronavirus. • Comment regarding the adoption of the Commercial Shooting Facilities Ordinances, and gun culture in the United States. • Comment regarding the importance of the U.S. Census, shooting noise coming from the Jefferson County Sportsmens Association(JCSA) and the bumpstock ban being upheld by the Supreme Court. • Comment regarding the Public Comment Period and speaking to the Commissioners, and the Primary Election ballot and the U.S. Census. • Comment regarding the Coronavirus and precautions to take. • Comment regarding activities of the JCSA. • Comment regarding the adoption of Commercial Shooting Facilities Ordinances. • Comment regarding a potential Homeless Encampment located next to the Chimacum High School. • Comment regarding the adoption of the Commercial Shooting Facilities Ordinances, and a request from the Tarboo Ridge Coalition that the County's attorney contact their attorney. The Commissioners addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Community Development Block Grant(CDBG) for 2020 Public Services Grant Application and Closeout of 2019 Public Services Grant; Olympic Community Action Programs (O1yCAP); Hearing Scheduled for Monday, March 16, 2020 at 10:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 1 Commissioners Meeting Minutes of March 2, 2020 2. RESOLUTION NO. 10-20 re: Authorize a Public Infrastructure Fund (PIF) Grant Award in 2020 3. AGREEMENT re: Public Infrastructure Fund(PIF) Grant for Regional Stormwater Facility; In the Amount of$300,000; Jefferson County Central Services; City of Port Townsend 4. AGREEMENT re: Gibbs Lake County Park Caretaker;No Dollar Amount; Jefferson County Public Works, Parks and Recreation; Cher West-Albright 5. AGREEMENT re: Courthouse Boiler Replacement; In the Amount of$350,000; Jefferson County Central Services; Olympic Peninsula Construction, Inc. 6. AGREEMENT re: Lease for use of the office suite at the south end of the Brinnon Community Center; In the Amount of$561 per month plus 12.84% leasehold excise tax; Jefferson County Central Services; Hood Canal Adventures, Inc. 7. AUTHORIZATION AND CONCURRANCE re: Authorization to Proceed with Real Property Acquisition of the Baughman Property on the Big Quilcene River Floodplain; Jefferson County Environmental Public Health 8. AUTHORIZATION AND CONCURRANCE re: Authorization to Proceed with Real Property Acquisition of the Fitzgerald Property on the Big Quilcene River Floodplain; Jefferson County Environmental Public Health 9. ADVISORY BOARD REAPPOINTMENT (2) re: Jefferson County Planning Commission; Four(4) Year Terms to Expire March 17, 2024; 1) District No. 1 Representative, Arlene Alen; and 2)District No. 3 Representative, Michael Nilssen 10. ADVISORY BOARD REAPPOINTMENT (2) re: Conservation Futures Citizen Oversight Committee; Four(4) Year Terms to Expire February 22, 2024; 1) Open Interest-Agriculture Representative, Scott Brinton; and 2) Open Interest-Ecotourism, Lorna Smith 11. ADVISORY BOARD APPOINTMENT re: Jefferson County Parks and Recreation Advisory Board; Two (2) Year Term Expiring on March 2, 2022; District No. 3 Representative, Tim Rensema 12. MINUTES re: Regular Meeting Minutes of February 24, 2020 13. Payment of Jefferson County Vouchers/Warrants Dated February 24, 2020 Totaling $136,042.61 and Dated February 27, 2020 Totaling $5,494.92 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) The meeting was recessed at 9:59 a.m. and reconvened at 10:05 a.m. with all three Commissioners present. BID OPENING re: Publication of County Legal Notices: Deputy Clerk of the Board Carolyn Gallaway stated that in 2020 the Commissioners changed the bid documents to include web and online data regarding views and hits, so that they can be incorporated into the evaluation. Deputy Clerk Gallaway read aloud the following two bids: BIDDER BID Port Townsend&Jefferson County Leader Print circulation: 6,248 copies Font: HelveticaCY Size: 7 Peninsula Daily News/Sound Publishing Print circulation: 2,182 Font: Helvetica Size: 7.2 Staff will review the bids for and bring them back to the Board for bid award at a future date. 2 Commissioners Meeting Minutes of March 2, 2020 COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their meeting schedules. BRIEFING re: Association of Washington Cities (AWC) Retrospective Rating Pool: AWC Chief Executive Officer Peter King and Program Manager Brian Bishop briefed the Board on the program and reviewed Jefferson County's 2016 rebate and annual ratings. EXECUTIVE SESSION: An Executive Session was scheduled from 10:30 a.m. to 10:50 a.m. Chair Brotherton announced that the Executive Session will be held from 10:44 a.m. to 11:04 a.m. with the Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 11:04 a.m. EXECUTIVE SESSION: An Executive Session was scheduled from 10:50 a.m. to 11:05 a.m. Chair Brotherton announced that the Executive Session will be held from 11:05 a.m. to 11:20 a.m. with the Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 11:20 a.m. Chair Brotherton announced that the Board will be extending the Executive Session from 11:21 a.m. to 11:26 a.m. The Board concluded the Executive Session and resumed the regular meeting at 11:26 a.m. Commissioner Sullivan moved to direct staff to work with the Chair to draft a response to a threat of litigation, after consulting with the County's risk pool. Commissioner Dean seconded the motion which carried by a unanimous vote. DISCUSSION re: Adopting a Jefferson County Social Media Policy: The Commissioners reviewed the draft policy and made further edits. Staff will incorporate those edits and bring forward an updated draft for approval at a later date. The meeting was recessed at 12:11 p.m. and reconvened at 1:33 p.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners discussed the following topics: • Legislative update • Review of recent meetings and meeting schedules • Review of two (2)proposed proclamations: 1) 100 Year Anniversary of the Chimacum Grange and 2) Sunshine Week Open Government. Both proposed proclamations will be brought forward at a later date. • Calendar Coordination 3 Commissioners Meeting Minutes of March 2, 2020 NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at 4:12 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
