HomeMy WebLinkAboutM030920 ;,471021 � y`S1f1NO'O MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, March 9, 2020, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton called the meeting to order at the appointed time in the presence of Commissioner Kate Dean and Commissioner David Sullivan. DISCUSSION re: Coronavirus/COVID-19: Chair Brotherton discussed concerns about COVID-19 and played a song on his banjo titled"Wash Your Hands." County Administrator Philip Morley stated that individuals who cannot attend the meeting can send an email to PublicComments@co.jefferson.wa.us and he will read their comment into the record. Commissioner Dean noted that the Public Health Department will conduct weekly briefings to give updates to the Board on COVID-19. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. • Comment thanking the Auditor's Office for their work during the Primary Election. • Comment regarding Coronavirus statistics versus gun violence, and propane cannon use at the Jefferson County Sportsmens Association(JCSA). • Comment regarding activities at the JCSA; they do not have a propane cannon. • Comment regarding suggested edits to Jefferson County's Social Media Policy. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 11-20 re: In the Matter of Calling for the Washington State Legislature to Fully Fund the Washington State Patrol Crime Laboratory and Toxicology Laboratory 2. AGREEMENT re: Supply of Bituminous Surface Treatment (BTS) Aggregate for 2020-2021; In the Amount of$202,917; Jefferson County Public Works; Bruch and Bruch Construction, Inc. 3. EASEMENT re: To Construct, Operate, Maintain, Repair, Replace, Improve, Remove, and Enlarge One or More Utility Systems, Parcel No. 001 083 012; Jefferson County Central Services; Jefferson County Public Utility District(PUD)No. 1 4. MOTION re: Schedule a Special Meeting of the Board of County Commissioners for Continued Deliberations and Potential Final Action re: An Ordinance Repealing and Replacing Chapter 18.22 of the Jefferson County Code, Known as the Critical Areas Ordinance (CAO); 1:00 p.m., 1 Commissioners Meeting Minutes of March 9, 2020 on Tuesday, March 10, 2020, in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 5. ADVISORY BOARD REAPPOINTMENT re: Climate Action Committee (CAC); Three (3) Year Term to Expire on December 31, 2022; Atmospheric Science/Agriculture/Environmental Management Representative, David Wilkinson 6. MINUTES re: Regular Meeting Minutes of March 2, 2020 and Special Meeting Minutes of March 2, 2020 7. Payment of Jefferson County Vouchers/Warrants Dated March 9, 2020 Totaling $620,047.64 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 8. Payment of Jefferson County Payroll Warrants Dated March 5, 2020 Totaling $867,565.14 and A/P Warrants Done by Payroll Dated March 5, 2020 Totaling $846,538.54 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended, reviewed their meeting schedules and discussed COVID-19. The meeting was recessed at 9:44 a.m. and reconvened at 9:47 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 9:45 a.m. to 9:50 a.m. Chair Brotherton announced that the Executive Session will be held from 9:49 a.m. to 9:54 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 9:54 a.m. Chair Brotherton announced that the Board will be extending the Executive Session from 9:55 a.m. to 10:05 a.m. The Board resumed the regular meeting at 10:05 a.m. Chair Brotherton announced that the Board will be extending the Executive Session from 10:07 a.m. to 10:12 a.m. The Board concluded the Executive Session and resumed the regular meeting at 10:12 a.m. MOTION: At the conclusion of the Executive Session, Commissioner Dean moved to authorize the County Administrator to enter into an agreement with Mr. Hood regarding his Public Records Request, not to exceed the amount discussed in Executive Session. Commissioner Sullivan seconded the motion which carried by a unanimous vote. EXECUTIVE SESSION: An Executive Session was scheduled from 9:50 a.m. to 10:00 a.m. Chair Brotherton announced that the Executive Session will be held from 10:15 a.m. to 10:25 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 10:25 a.m. UPDATE re: Washington State Department of Natural Resources (DNR) 4th Quarter County Income Report: DNR Regional Manager Mona Griswold and DNR State Lands Assistant Drew Rosanbalm gave the Commissioners an update on the 4th Quarter County Income Report and answered questions posed by the Board. 2 Commissioners Meeting Minutes of March 9, 2020 DELIBERATIONS re: Critical Areas Ordinance (CAO): The Commissioners reviewed edits to the proposed CAO ordinance. Commissioner Dean moved to direct staff to incorporate the edits and submit the revised ordinance for review and possible approval during the Board of County Commissioners Special Meeting on March 10, 2020 at 1:00 p.m. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 11:55 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Jefferson County Social Media Policy: The Commissioners continued their review from last week on the proposed Social Media Policy. Staff will incorporate the edits and submit the revised policy at a later date. • ADDITIONAL BUSINESS re: LETTER of SUPPORT: Chair Brotherton stated the local Veteran service providers in Jefferson County have requested a letter of support for improvement of health and transportation services. Commissioner Sullivan moved to authorize the Chair to work with the Deputy Clerk of the Board to finalize the support letter to be signed by the Chair, and sent to the Office of Rural Health. Commissioner Dean seconded the motion which carried by a unanimous vote. • 2020—2023 Work Program Retreat: The Board reviewed the Agenda for the Board of County Commissioners Special Meeting on March 17, 2020 regarding the Senior Management Retreat to be held at Camp Beausite Northwest. NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at 4:30 p.m. until the next regular meeting or special meeting as properly noticed.
