Olympic Discovery Trail (ODT) -
West Discovery Bay Segment ROW Acquisition
Statement of Issue: Create a county project called ODT - West Discovery Bay Segment
Right-of-Way (ROW) Acquisition.
Analysis/Strategic Goals/Pro's Ft Con's: The ODT is planned to span 130 miles from the City
of Port Townsend to La Push. Along the west side of Discovery Bay, the low speed, low
traffic volume Old Gardiner Road connects trail users from the ODT segment in South
Discovery Bay to the next dedicated trail segment located in Clallam County. Currently
there is a 1.6-mile gap along Old Gardiner Road where ODT users' only choice is the shoulder
of Highway 101. This project will take advantage of WSDOT's offer to surplus to the County,
a 0.9-mile long segment of WSDOT ROW along the east side of Highway 101. This acquisition
is a key first step in filling the gap and providing a non-motorized alternative to the shoulder
of Highway 101. This pedestrian and bicycle facility is project #26 on the Jefferson County
2020 - 2025 TIP, and item #14 on the 2020 ACP.
Fiscal Impact/Cost Benefit Analysis: WSDOT is offering to surplus the old PSH No. 9
roadbed to the County for no fee. This 0.9 mile long acquisition project is estimated to cost
$13,000 and will use County Road funds for project surveying and project management.
Recommendation: The Board is requested to sign one original of the Resolution to Create
County Project.

IT IS HEREBY RESOLVED that the Olympic Discovery Trail (ODT)be improved as follows:
Acquire from the WSDOT a 0.9-mile-long segment of WSDOT right-of-way which is necessary
to fill a gap in Old Gardiner Road that serves as the Olympic Discovery Trail in this location.
The segment is located east of Highway 101 from approximate Hwy. 101 MP 278.8 to MP
279.7. This project is included in the officially adopted 2020-2025 Jefferson County
Transportation Improvement Program(TIP) as Project No. 26.
This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered
and authorized to report and proceed thereon as by law provided.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown:
