HomeMy WebLinkAboutM022620 TFMINUTES .,Gtpfl(porl}} Townsend Affordable Housing & Homeless Housing Task Force Regular Meeting — Wednesday, February 26, 2020 at 2:00 p.m. Jefferson County Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA MEMBERS: Amanda Funaro Fred Kimball Barbara Morey Terry Smith Sarah Rogers Lori Fleming Frank Hoffman Michelle Sandoval Ben Casserd Jean Camfield Whitney Friddle Peggy Webster Roy Walker David Rymph David Sullivan Barbara Carr Brian Nash Kay Kassinger Kathy Morgan Jeff Monroe Joe Nole Kelli Parcher Alternates: Amy Howard (for Michelle Sandoval), Ken Dane (for Jean Camfield), and Julia Cochrane (for Barbara Morey) CALL TO ORDER: Jefferson County Commissioner David Sullivan called the Regular Meeting to order at 2:02 p.m. in the presence of members Amanda Funaro, Terry Smith, Sarah Rogers, Lori Fleming, Frank Hoffman, Ben Casserd, Jean Camfield, Fred Kimball, Peggy Webster, Roy Walker, Kay Kassinger, and Kathy Morgan. Member Whitney Friddle arrived later in the meeting. Also present was Facilitator Lizanne Coker. Port Townsend Police Chief Mike Evans and Bayside Housing Director Leslie Shipley were also in attendance. REVIEW and APPROVAL of MINUTES: Member Kassinger moved to approve the Regular Meeting Minutes of February 12, 2020 as presented. Member Fleming seconded the motion. The motion carried. SUBCOMMITTEE REPORTS: Communication Subcommittee: Member Fleming asked Bayside Housing Director Leslie Shipley to join the Communication subcommittee. Coordinated Entry Advisory Board (CEAB): Member Morgan reported that the CEAB subcommittee will meet February 27, 2020. Grants: Facilitator Coker reported that the City of Port Townsend is still considering a $50,000 grant for the Housing Plan and Code updates. Code Amendments: Nothing to report. Request for Proposals (RFP) Screening Panel: Members Walker, Kassinger and Webster presented their recommendations to the Task Force. Discussion followed regarding the process and scoring. RECESS: The meeting was recessed at 2:45 p.m. and reconvened at 2:55 p.m. DISCUSSION re: Housing Action Plan Network (HAPN): The Task Force decided to wait for the results of the 2020 Census before completing the new plan. The Task Force identified land costs, infrastructure, zoning and density limits as major barriers for affordable housing and that Community Land Trusts are a good way to support housing projects. Member Camfield noted the effectiveness of Beckett Point's Large Onsite Septic System. The Task Force decided to take 15 actionable points from the HAPN plan to present at the next meeting for review and potential action. The goal is to approve a plan that has one, three and five year benchmarks that will support Affordable Housing in a variety of ways. PUBLIC COMMENT PERIOD: New Peninsula Housing Authority Executive Director Sara Martinez and Housing Solution Network liaison Kathryn Maly were introduced to the Task Force. FUTURE MEETINGS and AGENDA ITEMS: The next regular meeting will be held on March 11, 2020 at 2:00 p.m. at the Jefferson County Commissioner Chambers in Port Townsend.
