HomeMy WebLinkAbout041320_ra05Regular Agenda Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Carolyn Gallaway, Deputy Clerk of the Board DATE: April 13, 2020 SUBJECT: AGREEMENT re: Designation of the Official County Newspaper of Public Record for Legal Notices; in the Amount of $3.50 per Column Inch; Peninsula Daily News STATEMENT OF ISSUE: Upon conducting a bid process for designating the official County newspaper of public record for legal notices, the Jefferson County Board of Commissioners agreed to award the bid to Peninsula Dailey News and execute a contract for their services for a period of one year beginning July 1, 2020 through June 30, 2021. At the April 6, 2020 Regular Board of County Commissioners Meeting, the Commissioners approved (in a 2 to 1 vote) to award the contract to the Peninsula Daily News. The vote was at the end of the morning session, and the Board went into recess immediately afterwards. The meeting on April 6 was held via remote access as required under a COVID order by the Governor. The meeting used both a dedicated phone line and AVCapture video live -streaming to provide public access to the meeting as it took place. Live -streaming has a 20-30 second time buffer built into it. After the meeting, the County was made aware of a technical live -stream issue that occurred when the meeting was paused to go into the lunch recess and as a result, the public viewing on AVCapture at home was unable to observe the last 20-30 seconds of the meeting, including the motion and Commissioner vote. While the phone system continued to work, and the vote was recorded on video for later viewing by the public, the realtime live -streaming ended immediately on recess, and the buffered 20-30 seconds ending the session were not live -streamed. Staff has since worked with our live -stream service provider to ensure this will not happen in the future and recommends that the Board hold another vote on the contract approval, so it may be observed by the public under the State's Open Public Meetings Act. FISCAL IMPACT: The rate per column inch is $3.50 RECOMMENDATION: Repeat the motion and take a new vote approving the Agreement with the Peninsula Daily News.
