Distribution: FORM REV 64 0058 (5/25/2017) * Assessor * Petitioner * BOE File ORDER OF THE JEFFERSON COUNTY BOARD OF EQUALIZATION Appellant(s): Karl & Sandra Jacobsen Appeal No.: BOE 19-45-R Parcel No.: 001 321 012 Issue Under appeal is a single family residence located at 4372 South Discovery Road in Port Townsend. The appellants assert the true and fair market value of the property to be $793,065 ($283,015 for the land and $510,050 for the improvements). The Assessor's valuation of the property as of January 1, 2019 is $914,343 ($303,080 for the land and $611,263 for all improvements). Appellants' Arguments and Evidence The appellants state that the assessed value of the subject is "significantly higher than like properties in the area". The appellants also believe that property valuation has increased at a higher rate than market value. The appellants presented no documentation to support these assertions nor did they offer any comparable property sales. Assessor's Arguments and Evidence The Assessor's Representative presented a cover sheet outlining comparable property similarities and differences, a tax parcel map of the immediate area identifying the geographic proximity of these comparable properties, a copy of the appraisal field worksheet for the subject property, and the field sheets for the three comparable property sales. The comparable sales were all waterfront, sold between June 2017 and July 2019 and ranged in price from $850,000 to $1,600,000. All three comparable property sales sold for more than assessed value. Decision After thoughtful consideration the Board finds that the appellants did not present the clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the value established by the Assessor. The Board of Equalization sustains the value established by the Assessor.
