HomeMy WebLinkAboutM032320 !r 1 DSIIINGS� MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, March 23, 2020, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton called the meeting to order at the appointed time in the presence of Commissioner Kate Dean. Commissioner David Sullivan was present via teleconference call. PUBLIC COMMENT PERIOD: The following is a summary of comments made by individuals in attendance at the meeting and reflect their personal opinions. The following were present to give Public Comment: • Comment regarding drumming on the 4th Monday of every month for the Earth. • Comment regarding the Jefferson County Sportsmens Association(JCSA) being open to members only until further notice. The following submitted comments via email which were read aloud by the County Administrator via teleconference call: • Comment regarding electronic signing of County documents. • Comment regarding COVID-19. • Comment regarding COVID-19, and the JCSA should not be exempt from gatherings. • Comment regarding COVID-19. • Comment regarding COVID-19. The Commissioners addressed comments and concerns raised during the Public Comment Period. Jefferson County Communications Specialist Jeanie McMacken stated that the U.S. Census will be extended. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion. Commissioner Dean proposed a change to Consent Agenda Item No. 2 re: Temporarily Limiting Access to County Buildings and Offices. The last line of the resolution reads "until April 24, 2020" she would like it to read"through April 24, 2020"to be consistent with other documents regarding COVID-19. Commissioner Sullivan agreed to the amendment. Chair Brotherton called for a vote on the motion. The motion carried by a unanimous vote. 1. RESOLUTION NO. 16-20 re: Temporarily Limiting Access to County Buildings and Offices Due to the COVID-19 Pandemic 3. CALL FOR BIDS re: Jefferson County Courthouse Window Rehabilitation Project for 2020, Project No. 30119490; Bids Accepted Until 9:30 a.m. and Opened and Read Publicly at or about 10:00 a.m. on Monday, April 13, 2020 in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 4. AGREEMENT, Change Order No. 1 re: Supply of Aggregate for Bituminous Surface Treatment(BST) for Calendar Years 2020-2021, County Project No. 18020390; Additional Amount of$3,211.60 for a Total of$206,128.60; Jefferson County Public Works; Bruch and Bruch Construction 5. AGREEMENT, Change Order No. 1 re: Upper Hoh Road MP 8.02 Emergency Repair, County Project 18020381; Additional Amount of$83,940.44 for a Total of$185,940.44; Jefferson County Public Works; Seton Construction, Inc. 6. ORGANIZATIONAL CHART UPDATE re: 2020-2021 Public Works Staffing Schedule 7. 2019 DIGITAL SUBMITTAL CERTIFICATION REPORT re: Jefferson County Public Works; County Road Administration Board(CRAB) 8. MINUTES re: Regular Meeting Minutes of March 16, 2020 and Special Meeting Minutes of March 17, 2020 9. Payment of Jefferson County Vouchers/Warrants Dated March 16, 2020 Totaling $682,945.77 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 10. Payment of Jefferson County Payroll Warrants Dated March 20, 2020 Totaling $83,701.22 and A/P Warrants Done by Payroll Dated March 20, 2020 Totaling $18,702.93 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) Commissioner Dean noted that Washington State Park and National Park campgrounds are closed to the public. WEEKLY UPDATE re: COVID-19: In the absence of Public Health Officer Dr. Tom Locke, Public Health Director Vicki Kirkpatrick provided an update and answered questions. County Administrator Philip Morley and Emergency Management Director Willie Bence provided updates via teleconference. The meeting was recessed at 10:34 a.m. and reconvened at 10:43 a.m. with Chair Brotherton and Commissioner Dean present. Commissioner Sullivan joined the meeting via teleconference call. DISCUSSION re: Adopting a Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic: Clerk of the Board/Human Resources Manager Erin Lundgren explained the proposed resolution. After review, Commissioner Dean moved to approve RESOLUTION NO. 17-20 re: Adopting a Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their meeting schedules. They discussed how the County will handle operations if the Governor issues a shelter-in place order, as well as other COVID-19 related matters. Commissioner Dean will formulate a 2 Commissioners Meeting Minutes of March 23, 2020 letter to the Governor and other entities requesting an order for all Washington residents to stay at home. Chair Brotherton read an email submitted for the Public Comment Period regarding a recent positive case of COVID-19 exposure at a local gym. The meeting was recessed at 11:38 a.m. and reconvened at 1:32 p.m. with Chair Brotherton and Commissioner Dean present. Commissioner Sullivan joined the meeting via teleconference call. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley participated in the meeting via teleconference call and reviewed the following with the Board. • Review of topics • ADDITIONAL BUSINESS: APPROVAL of LETTER re: COVID-19/Stay at Home Order: Commissioner Dean moved to approve sending a letter to Washington State Governor Jay Inslee re: Stay at Home orders for Washington State,prepared for Chair Brotherton's signature. Commissioner Sullivan seconded the motion which carried by a unanimous vote. • COVID-19; logistics and related issues • Memorial Field Athletic Policy • County Parks and Public Restroom; COVID-19 response • Update re: Letter to the Governor • Upcoming meeting and miscellaneous items • County staff working remotely; logistics NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at 2:56 p.m. until the next regular meeting or special meeting as properly noticed.
