MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Monday, April 6, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time and Chair Brotherton thanked all volunteers, school districts providing food
services, and County staff for handling the COVID-19 outbreak.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.

Resources Survey; Extension of Time Only; Jefferson County Central Services; Maul Foster

3. AGREEMENT re: Management of Proctor House and Proctor Project Services; In the Amount
of$216,809; Jefferson County Juvenile Services; Kelli Parcher
4. AGREEMENT re: Asbestos Abatement and Demolition for the house located at 151 Fremont

of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
7. Payment of Jefferson County Payroll Warrants Dated April 3, 2020 Totaling $912,578.19
and A/P Warrants Done by Payroll Dated April 3, 2020 Totaling $874,132.45 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
BRIEFING re: Progress on Business Resources for COVID-19 Pandemic Resiliency
and Recovery: Economic Development Council (EDC) Team Jefferson Executive Director Brian Kuh,
and Jefferson County Chamber of Commerce Executive Director Arlene Alen briefed the Board on how
they are providing resources and assistance to Jefferson County businesses.
DISCUSSION re: Approval of Award Recommendations of the Joint Oversight
Board—Affordable Housing: Homeless Housing Task Force Facilitator Lizanne Coker reviewed the
2020 Funding Allocations Recommendation of the Joint Oversight Board to fund proposals by
community organizations to provide affordable housing and homeless housing services totaling
$263,257.00 between funds 148 and 149. She explained that the Affordable Housing Task Force
approved the recommendations and forwarded them to the Joint Oversight Board which also approved
them. County Administrator Philip Morley clarified that the addition of the Winter Welcoming Center
came at the recommendation of the Joint Oversight Board and was originally intended to be withdrawn
from Fund 148, but that those funds should be coming out of Fund 149 as that fund is used for homeless
housing.
Commissioner Dean moved to approve the Affordable Housing Grant Award Recommendations of the
Joint Oversight Board for 2020, with a technical correction to fund the Winter Welcoming Center out of
Fund 149. Commissioner Sullivan seconded the motion which carried by a unanimous vote.

DISCUSSION AND POTENTIAL ACTION: AGREEMENT re: Designating the
Official County Newspaper of Public Record for Legal Notices; In the Amount of$3.50 per
Column Inch; Peninsula Daily News: Chair Brotherton noted the comments received on the issue and
the Commissioners discussed the matter further. After review, Commissioner Sullivan moved to award
the contract to the Peninsula Daily News as the Official County newspaper. Chair Brotherton seconded
the motion and called for a vote on the motion. Chair Brotherton and Commissioner Sullivan voted in
favor of the motion. Commissioner Dean voted against the motion. The motion carried.
The meeting was recessed at 12:01 p.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to
2:00 p.m. Chair Brotherton announced that the Executive Session will be held from 1:31 p.m. to 2:01
p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-
Client Privilege,Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public
Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 2:02 p.m.
PROCLAMATION re: Celebrating the 100th Anniversary of Quimper Grange
#720: Chair Brotherton and Commissioner Dean read aloud a proclamation celebrating the 100th
Anniversary of the Quimper Grange. Commissioner Dean moved to approve the Proclamation and
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Lodging Tax; contracts
• Commissioners' Briefing Session, Calendar Coordination and Legislative Update
• Miscellaneous topics: Roundabout, 2020 Census, Solid Waste Transfer Station, Jefferson County
PUD, Tribal Law Enforcement, Commerce Grants update, and virtual meetings
• COVID-19 impacts
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
