STATEMENT OF ISSUE:
Jefferson County Public Health requests Board approval of Amendment No. 1 to the Professional Services
Agreement with Harris Environmental Group, Inc.; March 16, 2020 — December 31, 2020; Add'I $5,653.34 for a
total $11,306.68
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
This agreement with Harris Environmental Group, Inc. is to provide two cultural resource assessments in
support of property acquisitions for the purpose of floodplain restoration and salmon recovery on the Big
Quilcene River floodplain. The purpose of this amendment is to add two parcels, add a source of grant funding
and a source of match, and increase the not-to-exceed cost in order to conduct two cultural resource
assessments of the two additional floodplain properties.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
This professional services agreement is funded by RCO and WA Department of Ecology grants, and has no
impact to the Jefferson County General Fund.
RECOMMENDATION:
JCPH management request approval of Amendment No. 1 to the Professional Services Agreement with Harris
Environmental Group, Inc.; March 16, 2020 — December 31, 2020; Add'I $5,653.34 for a total $11,306.68.

AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT
Between
JEFFERSON COUNTY
and
Harris Environmental Group,Inc.
The Agreement between Jefferson County,hereinafter referred to as 'the County' and Harris
Environmental Group,Inc., hereinafter referred to as `Subcontractor,"to provide cultural resources
services to support property acquisitions for the purpose of Big Quilcene River floodplain restoration and
salmon recovery is amended effective March 16,2020 through December 31, 2020.
AMENDMENT PURPOSE
The purpose of this amendment is to add two parcels,add a source of grant funding and a source of
match, and increase the not-to-exceed cost in order to conduct two cultural resource assessments of two
additional floodplain properties.
SECTIONS CHANGED
1) Revised to add RCO contract#18-1227 and a MOU with Hood Canal Salmon Enhancement
Group for the matching amount:
The Consultant is retained by the County to a provide cultural resource assessments in
support of property acquisitions for the purpose of floodplain restoration and salmon
recovery on the Big Quilcene River(RCO#16-1480, Dept. of Ecology#SEATHA-
VER3-JeCoPH-00037,RCO#17-1052,RCO#18-1227 and a matching MOU with the
Hood Canal Salmon Enhancement Group)and consistent with Governor's Executive
Order 05-05 and Washington State Recreation and Conservation Office Manual 3,

4.a) Revised to increase funding to $11,306.68:
Payment for the work provided by Consultant shall not exceed$11,306.68 at a rate of
$2,826.67 per report without express written modification of the Agreement signed
by the County.

All other terms and conditions of the original Agreement remain in full force and effect.All work performed
consistent with the Agreement prior to the execution of this Amendment No. 1 is hereby ratified.
