MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Monday, April 13, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding relocation of County buildings and emergency services.
• Comment thanking the Commissioners for recognizing April as Volunteer Appreciation Month,
and Washington State Ferry service will remain on their Winter Schedule.
• Comment regarding noise from the Jefferson County Sportsmen's Association.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 19-20 re: HEARING NOTICE: First Quarter 2020 Budget
Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday, April
27, 2020 at 10:15 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse,
1820 Jefferson Street, Port Townsend, WA
2. MINUTES re: Regular Meeting Minutes of March 23, and April 6, 2020 and Special Meeting
Minutes of March 30, 2020
3. ADVISORY BOARD REAPPOINTMENT re: Developmental Disabilities Advisory Board;
Three Year Term to Expire March 20, 2023; Kelly Matlock
PROCLAMATION re: Proclaiming April as Volunteer Appreciation Month: Chair
Brotherton and Commissioner Dean read aloud the proclamation. All Commissioners expressed
gratitude for the volunteers in Jefferson County. Commissioner Dean moved to approve a
PROCLAMATION proclaiming April as Volunteer Appreciation Month. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their
meeting schedules, calendar coordination, COVID-19 related matters, and miscellaneous topics.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
DISCUSSION re: Emergency COVID-19 Resources for Individuals: Olympic
Community Action Program(OIyCAP) Director Cherish Cronmiller and Jefferson Community
Foundation Executive Director Siobhan Canty briefed the Board on the resources available to
individuals affected by COVID-19.
DISCUSSION re: In the Matter of Extending the Order Temporarily Limiting
Access to County Buildings and Offices Due to the COVID-19 Pandemic: County Administrator
Philip Morley explained that on March 23, 2020 the Board approved an initial resolution to put
temporary limitations in place through April 24, 2020. As the Governor has extended the Stay at Home
order through May 4, 2020 and possibly beyond. The proposed resolution will extend the current
accessibility limitations through May 4, 2020 and longer if the Stay at Home order goes beyond that
date.
Commissioner Dean moved to approve RESOLUTION NO. 20-20 re: Extending the Order
Temporarily Limiting Access to County Buildings and Offices Due to the COVID-19 Pandemic.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
DISCUSSION re: In the Matter of Adopting a Second Temporary County Policy
Based on Emergency Response to the COVID-19 Pandemic: County Administrator Philip Morley
explained that on March 23, 2020 the Board approved an initial resolution addressed temporary changes
to County Policy to grant emergency paid administrative leave by telecommuting and allowing sick
leave advancement leave to employees for the pandemic through April 24, 2020. As the Governor has
extended the Stay at Home Order through May 4, 2020, and possibly beyond. State and Federal
Governments have adopted multiple provisions for paid, sick and family medical leave through the
Coronavirus Response Act which went into effect April 1, 2020. The proposed resolution will extend the
telecommuting policy through the Stay at Home Order and throughout the coronavirus pandemic.
County Administrator Morley explained other details of the proposed resolution to the Board.
After discussion, Commissioner Dean moved to approve RESOLUTION NO. 21-20 re: Adopting a
Second Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
DISCUSSION re: In the Matter of a Freeze on New Employment Positions and
Required Review before County Departments Fill Any Vacant Employment Positions: County
Administrator Philip Morley explained that during the Great Recession, the County enacted the same
hiring freeze which would require review before departments filled vacant employment positions. He
explained the financial downturn the County is experiencing due to the pandemic.
After discussion, Commissioner Dean moved to approve RESOLUTION NO. 22-20 re: In the Matter

of a Freeze on New Employment Positions and Required Review before County Departments Fill any
Vacant Employment Positions. Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
BID OPENING re: Jefferson County Courthouse Window Rehabilitation Project-2020,
Project No. 30119490: Facilities Maintenance/Capital Projects Supervisor Matt Court was present for
the bid opening. He stated that the project estimate is $275,000. He opened one bid and read aloud:
BIDDER BID AMOUNT
Bear Wood Windows, Inc. $254,869.00
Staff will review bid for accuracy and submit a recommendation for bid award at a future date.
DISCUSSION AND POTENTIAL REPEATED ACTION (because of technical
difficulties)re: AGREEMENT re: Designating the Official County Newspaper of Public Record
for Legal Notices; In the Amount of$3.50 per Column Inch; Peninsula Daily News: County
Administrator Philip Morley explained the technical difficulty was a result of a time lag difference in the
live-streaming of the Commissioner meeting on April 6, 2020 that resulted in the motion not being heard
by those who viewed the meeting via live-stream.
After explanation and discussion, Commissioner Sullivan moved to designate the Peninsula Daily News
as the Official County Newspaper. Chair Brotherton seconded the motion. Chair Brotherton called for a
vote on the motion. Chair Brotherton and Commissioner Sullivan voted in favor of the motion,
Commissioner Dean voted against the motion. The motion carried.
The meeting was recessed at 11:59 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
BRIEFING re: Climate Action Committee's Emissions Inventory: Climate Action
Committee (CAC) members Cindy Jayne and Diana McDade briefed the Board on the CAC's reports
and goals.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• DCD; staffing
• Miscellaneous topics
• Policy Management Meeting
• Lodging Tax Advisory Committee (LTAC) recommendations
• Upcoming Governor proclamation

NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
2:31 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
