Minutes of L T AC meeting and
Budget Recommendation
The L T AC met at the Red Ranch Inn in Sequim on September 22, 1999. The purpose ofthe meeting
was to review budget recommendations for the year 2000 budget and to meet with the Clallam
County L T AC to discuss a joint effort in developing a regional marketing strategy.
Attending: L T AC Members Jutta Gebaurer, Bob Hobart, Dr. Nikki Clark, staff David Goldsmith and
guest Bob Huelsdonk.
David reviewed the budget proposal which includes operating funds of $1 00,000, regional promotion
of $50,000 and facilities/strategy of $62,850. Within these figures there is only $128 in operating
contingency, and $36,900 in promotional contingency (pending the outcome of tourism development
strategy). The consensus was to pass the budget along to the Board of Commissioners fo"r inclusion
in the preliminary year 2000 budget.
The Jefferson L T AC was joined by Rick Hert (NOPYCB) who reviewed Clallam County's efforts
and successes experienced on the Peninsula.
The Clallam County L T AC joined for a discussion of a joint RFP to secure the services of a
consulting finn to assist a bi-county effort in developing a regional tourism strategy. There was a
good discussion and agreement to move forward with the RFP. David Goldsmith and Rick Hert will
develop the RFP and staff the recruitment process. A copy of the RFP is enclosed.
With no further business, the meeting was adjourned.
The next L T AC meeting will be scheduled in early December. At that time, responses to the RFP
should be available to review and a selection process determined.

REQUEST FOR PROPOSALS
REGIONAL MARKETING AND TOURISM INFRASTRUCTURE STRATEGY
Jefferson County Lodging Tax Advisory Committee (L T AC), in conjunction with Clallam County·
L T AC, is seeking a qualified consulting firm to conduct a study and facilitate the development of a
Regional Marketing and Tourism Infrastructure Strategy for the North Olympic Peninsula (Jefferson and
Clallam). The strategy will include a review of marketing activities currently undertaken throughout the
region by public, quasi-public, and private entities, assessing strengths and weaknesses, identifying gaps
and opportunities, and working with and through the bi-county L T AC develop a regional strategy for the
North Olympic Peninsula and each individual county, as may be appropriate. Additionally, the strategy
will assess tourism infrastructure needs by reviewing existing tourism facilities and services, identifying
gaps in service and/or facility requirements, and recommending a strategy to address identified
deticiencies. This is a strategic planning exercise not a direct marketing effort and as such the strategy
to be developed should guide the expenditure of regional efforts over the next ten years.
Qualified firms are requested to respond to this proposal with their individualized approach to the
development of a bi-county multi year tourism strategy. The successful firm will be selected based on
qualifications, approach, experience, cost range and time frame to complete the strategy. Send your
