HomeMy WebLinkAboutLTAC M110619SLodging Tax Advisory Committee Special Meeting Minutes November 6, 2019 — 9:00 a.m. Jefferson County Commissioners Chambers Members: Diana Smeland, Shelly Leavens, Larry McKeehan, Joe Alfano and Greg Brotherton Staff: County Administrator Philip Morley and Executive Assistant Leslie Locke Chair Greg Brotherton called the meeting to order at 9:00 a.m. All members were present. Approval of Special Meeting Minutes of September 26, 2018: Member McKeehan moved to approve the Special Meeting Minutes with a correction on Page 2: under "Tourism Coordinating Council recommended amount," it reads "$1799,397" and it should read "$179,397." Member Leavens seconded the motion. Chair Brotherton called for a vote on the motion. Chair Brotherton and Member Smeland abstained from voting. The motion carried. Review of Fund 125 Lodging Tax Fund Revenue: The Committee reviewed current Lodging Tax Fund revenues and fund balance. Discussion of 2020 Funding Requests: The Committee reviewed the 2020 Lodging Tax Funding requests, the annual capital contingency, the Jefferson County Chamber of Commerce Port Ludlow sign allocation, and the costs for County staff to administer Fund 125. County Administrator Morley stated that based on current lodging tax revenue trends, the Committee can recommend funding allocation up to $652,000. Member McKeehan moved to increase the funding amount from $600,000 to $652,000. Member Smeland seconded the motion which carried by a unanimous vote. The following organizations were in attendance to answer questions regarding their 2020 lodging tax funding requests: Organization Amount Requested • North Hood Canal Chamber of Commerce $64,220 • Jefferson County Parks and Recreation — Campground Operation $44,159 • Jefferson County Parks and Recreation - Electrical Upgrade $26,625 • Jefferson County Farmers Market $10,724 • TPA Jefferson County Farm Tour $20,000 • Forks Chamber of Commerce $49,470 • Centrum $20,000 1 Lodging Tax Advisory Committee Special Meeting Minutes: November 6, 2019 The meeting was recessed at 10:42 a.m. and reconvened at 10:50 a.m. with all members present. Upon reconvening, the following organizations were in attendance to answer questions regarding their 2020 lodging tax funding requests: Organization Amount Requested • Jefferson County Chamber of Commerce: $31,350 • Tourism Coordinating Council: $205,000 • Jefferson County Historical Society (Gateway Visitor Center): $76,000 • Jefferson County Historical Society: $68,400 • Quilcene Historical Museum: $49,430 • Port Ludlow Village Council Trails Committee: $2,828 • JC Parks & Recreation District #2 (Brinnon): $29,928 • Peninsula Trails Coalition $2,500 • TPA Olympic Peninsula Apple & Cider Festival $15,000 • Quilcene Fair & Parade Association $17,000 The meeting was recessed at 1:30 p.m. and reconvened at 2:15 p.m. with all members present. Discussion and Possible Recommendation re: 2020 Lodging Tax Fund 125 Allocations: The members discussed the 2020 Lodging Tax funding requests. The Committee concurred to recommend funding the full amount requested for the following organizations: • Forks Chamber of Commerce • Jefferson County Farmers Market • Jefferson County Historical Society • Jefferson County Parks and Recreation - Campground Operation • North Hood Canal Chamber of Commerce • Peninsula Trails Coalition • Port Ludlow Village Council Trails Committee The Committee concurred to recommend funding a partial amount of the following requests: Centrum: The organization requested $20,000 in 2020 lodging tax funds. The Committee recommends $12,000 be allocated in 2020. Jefferson County Chamber of Commerce: The organization requested $31,350 in 2020 lodging tax funds. After discussion, the Committee concurred to recommend reducing the funding to $20,000 by removing the expense of printing the Jefferson County Chamber Map in the amount of $11,500. The Committee recommends $20,000 be allocated in 2020. Jefferson County Parks and Recreation: The organization requested $26,625 to upgrade the electrical hook up system at the Oak Bay Campground. The Committee recommends $13,269 be allocated in 2020. 2 Lodging Tax Advisory Committee Special Meeting Minutes: November 6, 2019 Jefferson County Parks and Recreation District #2 (Brinnon): The organization requested $29,928 in 2020 lodging tax funds. After discussion, the Committee concurred to recommend reducing the funding to $15,000 by removing the expense of purchasing the 2019 Covered Wagon Concession Kitchen. The Committee recommends $15,000 be allocated in 2020. Jefferson County Historical Society - Olympic Peninsula Gateway Visitor Center: The organization requested $76,000 in 2020 lodging tax funds. After discussion, the Committee concurred to recommend reducing the funding to $72,500 by removing the expense of grading the parking lot in the amount of $3,500. This expense will be paid from the Capital Contingency fund. The Committee recommends $72,500 be allocated in 2020. Quilcene Historical Museum: The organization requested $49,430 in 2020 lodging tax funds. The Committee recommends $44,430 be allocated in 2020. Quilcene Fair & Parade: The organization requested $17,000 in 2020 lodging tax funds. The Committee recommends $10,000 be allocated in 2020. Tourism Coordinating Council: The organization requested $205,000 in 2020 lodging tax funds The Committee recommends $200,000 be allocated in 2020. TPA Jefferson County Farm Tour: The organization requested $20,000 in 2020 lodging tax funds. The Committee recommends $15,000 be allocated in 2020. TPA Olympic Peninsula Apple & Cider Festival: The organization requested $15,000 in 2020 lodging tax funds. The Committee recommends $7,500 be allocated in 2020. Discussion re: Future Meetings: The Committee concurred that a strategy meeting prior to sending out the 2021 requests for proposals would be beneficial. Member McKeehan moved to schedule a strategy meeting in the spring of 2020. Member Leavens seconded the motion which carried by a unanimous vote.
