The project deliverable of mussel cage sponsorship (deployment) and analysis was moved to Task 2 Water Quality Monitoring and Analysis from Task 4 Education and Outreach. It was further clarified that Mussel Watch had an accepted Quality Assurance plan and that the analysis cost was an approved expense under Task 2. Development of outreach materials based on results from WDFW's analysis remains in Task 4. The original contract funds water quality Pollution Identification and Control work in Oak Bay and Mats Mats Bay and included all Mussel Watch deliverables in Task 4. FISCAL IMPACT/COST BENEFIT ANALYSIS: There is no change in funding. This amendment is needed to clarify language in the Scope of Work regarding WDFW's Mussel Watch Program.The RECIPIENT will sponsor two mussel cage deployments which involves costs such as staff time,materials,lab analysis,data interpretation,and education material development and distribution.This language was not included in the original draft due to a misunderstanding. Language regarding deployment and sponsorship of the Mussel Watch cages will be added to Task 2 Water Quality Monitoring and Analysis.The existing language regarding the Mussel Watch Program in Task 4 Public Education and Outreach will be clarified in order to reflect the language added to Task 2. The RECIPIENT will develop and submit a Quality Assurance Project Plan(QAPP),which will guide all water quality monitoring activities,to the ECOLOGY Project Manager.This plan will go through a review process and must be approved and signed by the Project Manager prior to initiating monitoring activities. Any monitoring activity conducted before the QAPP receives final approval is not eligible for reimbursement. B.The RECIPIENT will conduct a water quality monitoring program to assess shoreline,marine,and freshwater stream ecosystems through the following activities: 1. Monitor for E.coli or enterococcus at all flowing discharges (streams,pipes,or springs)along the shoreline of the project area no less than four(4)times.One(1)survey will be completed in each area(Oak Bay&Mats Mats Bay)during the wet season(November—April)and one(1)survey will be completed in each area during the dry season(May—October). 2. Monitor for enterococcus and turbidity at no less than eighteen(18)marine stations(nine in Oak Bay and nine in Mats Mats Bay)on a bi-monthly basis for one(1)water year. 3. Monitor for E.coli,temperature,pH,conductivity,nutrients,and dissolved oxygen at no less than four(4)freshwater stream locations(the mouth of Little Goose Creek,Piddling Creek,and two other(unnamed)creeks)on a monthly basis for two water years. 4. Conduct no less than two(2)E.coli auto sampling events(taking one sample every two hours)at a high priority hot spot— one(1)event during the wet season(November—April)and one(1)event during the dry season(May—October). C.The RECIPIENT will identify areas of concern based on sampling results and take additional samples to locate possible bacteria sources. The RECIPIENT will develop database connections with existing enterprise GIS to enable field data retrieval and analysis. E.The RECIPIENT will submit all monitoring data collected into ECOLOGY's Environmental Information Management(EIM) database annually. The RECIPIENT will develop and submit a final water quality monitoring report to ECOLOGY for review and approval. F.The RECIPIENT will repair,replace,or purchase additional monitoring equipment,as necessary,due to normal attrition of existing equipment,to facilitate monitoring and provide accurate data.The following equipment will be eligible for purchase through this project to be used in stream monitoring:Field tablets.The total cost of all equipment purchased under this project will not exceed$2,000.Changes in equipment type or any additional equipment purchase must have prior approval from the ECOLOGY Project Manager to be eligible for reimbursement. G.The RECIPIENT will partner with Washington Department of Fish and Wildlife(WDFW)by deploying two Mussel Watch cages(one in Oak Bay and one in Mats Mats)to collect data on contaminates of emerging concern.The RECIPIENT will conduct all activities in accordance with the Quality Assurance Project Plan for Status and Trends Monitoring of Marine Nearshore Mussels for the Regional Stormwater Monitoring Program and Pierce County(WDFW Publication no.FPT 15-04) and the associated amendment dated September 11,2017. The RECIPIENT will include results in the final water quality monitoring report. Task Goal Statement: To provide continuity of an existing data set,fill data gaps,and augment data on additional contaminants of concern for shellfish and recreation.Marine sampling will augment the Department of Health dataset to provide a more complete understanding of water quality in the project area.A shoreline survey of freshwater inputs during wet and dry seasons will be completed to further investigate previous high hits and close data gaps.The ability to do future trend analysis for fecal indicator bacteria utilizing old and new data will be improved.All areas of concern will be investigated with additional sampling as needed to help pinpoint bacterial contamination sources. Task Expected Outcome: • Water quality sampling guided by an approved QAPP to assure the highest quality data collection and analysis work has occurred throughout the project. • 13.5 miles of shoreline assessed for E.coli or enterococcus. • 4 freshwater streams assessed for E.coli,temperature,pH,conductivity,and dissolved oxygen. • 18 marine stations assessed for enterococcus and turbidity. • Improved characterization of bacterial sources at known hot spots. • Trend analysis to characterize water quality changes. • Follow-up sampling,as needed,to help pinpoint fecal bacteria sources. CHANGES TO SCOPE OF WORK Task Number: 4 Task Cost: $39,860.00 Task Title: Public Outreach and Education Task Description: A.The RECIPIENT will conduct no less than two public meetings to discuss the project goals and water quality data-one at the beginning of the project and one near the end of the project. The RECIPIENT will advertise the meetings through the local media. The RECIPIENT may spend up to$100 per meeting for light refreshments associated with this project. The total amount spent for light refreshments under this agreement cannot exceed$200. B.The RECIPIENT will produce no less than one factsheet with monitoring results for each confirmed hot spot area and mail them to residents in hotspot areas. C.The RECIPIENT will do a regional search for existing outreach content before producing any new materials.For any educational materials developed under this agreement,the RECIPIENT will submit a draft to the ECOLOGY Project Manager for review and approval prior to production and distribution. Materials must include ECOLOGY funding recognition. D.The RECIPIENT will develop and distribute information to the public about project goals,activities,and water quality monitoring results to the public no less than six times. Information may be distributed through the use of newspaper,radio, social media,RECIPIENT website updates,and RECIPIENT newsletters. E.The RECIPIENT will incorporate the information collected and analyzed as a result of the Mussel Watch program (Task 2G)into educational materials(factsheets,newsletters,and press releases)to educate the public regarding contaminates of emerging concern. Task Expected Outcome: • Public informed about project goals,activities and/or accomplishments at two public meetings at project commencement and conclusion. • Residents provided with individualized monitoring factsheets by mail in areas that monitoring and PIC work determine are hotspot areas. • Public informed about contaminants of emerging concern.
