MINUTE S Jefferson County Board of Commissioners Regular Meeting — Monday, May 4, 2020, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding property tax payment deferrals. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment regarding Jefferson County and Phase II of Governor Inslee's plan. • Comment requesting updates and more information from the local Public Health Department. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 26-20 re: Authorizing Washington Recreation and Conservation Office (RCO) Grant Application for HJ Carroll Park Playground, Project No. 17520650 2. AGREEMENT NO. FY20-90006,Amendment No. A re: Courthouse Window Rehabilitation Project; Change in Scope of Work Only,No Dollar Amount; Jefferson County Central Services; Washington State Department of Archaeology and Historic Preservation 3. AGREEMENT,Amendment No. 1 re: Prosecution Services; Reduced Amount of$17,937.50 in 2020; Jefferson County Prosecuting Attorney; City of Port Townsend 1 Commissioners Meeting Minutes of May 4, 2020 4. MINUTES re: Special Meeting Minutes of March 19, 2020 and Regular Meeting Minutes of April 27, 2020 COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. They discussed the next steps and reviewed a draft Agenda for an upcoming Joint Special Meeting with the City of Port Townsend and the Board of Health on May 7, 2020 at 5:00 p.m. The meeting was recessed at 10:58 a.m. and reconvened at 11:03 a.m. with all three Commissioners present. DISCUSSION re: Establishing a Budget Policy for 2020-2021 Supplemental Budget Requests and for the Mid-Biennium Review and Modification: Central Services Director Mark McCauley and County Administrator Philip Morley provided information on the proposed resolution and answered questions posed by the Board. After review, Commissioner Dean moved to approve RESOLUTION NO. 27-20 re: 2020-2021 Supplemental Budget Requests and for the Mid-Biennium Review and Modification. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners discussed an upcoming Washington State Association of Counties (WSAC) meeting scheduled later in the day. They reviewed their meeting schedules and discussed how best to receive public testimony during upcoming meetings. The meeting was recessed at 11:48 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • County Budget and COVID-19 Pandemic Impacts • UPDATE re: Jefferson County COVID Finance Section • Policy meeting debrief • Draft meeting Agenda with the City of Port Townsend and the Board of Health—continued discussion from earlier • WSAC Conference; continued discussion 2 Commissioners Meeting Minutes of May 4, 2020 NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at 3:33 p.m. until the next regular meeting or special meeting as properly noticed. The motion failed for lack of a second. Chair Brotherton stated the meeting is adjourned.
