SUBJECT: ACTIVATE NEW FUND FOR ELECTIONS DEPOSIT OF
IG-6935 "HAVA 3" GRANT FUNDS
STATEMENT OF ISSUE:
Jefferson County Elections is a subrecipient of the "HAVA 3" grant funds (IG-6935). Per the
agreement, funds must be deposited into a separate, interest bearing account.
FISCAL IMPACT:
The agreement provides $123,418.93 to be received by Jefferson County Elections. These funds
are to be used to "improve the administration of elections for Federal office, including to
enhance election technology and make election security improvements"to the systems,
equipment and processes used in Federal elections".
RECOMMENDATION:
Approve activating new fund.

WHEREAS, Jefferson County Elections is a subrecipient of the "HAVA 3" funds (IG-6935) in
the amount of$123,418.93 as provided for in the Consolidated Appropriations Act, 2020; and
WHEREAS, the purpose of the funds is to "improve the administration of elections for Federal
office, including to enhance election technology and make election security improvements"to the
systems, equipment and processes used in Federal elections; and
WHEREAS, the associated agreement calls for County Elections to place the funds in a separate,
interest bearing account where the funds will remain until spent by County Elections on allowable
activities under the agreement; and
WHEREAS, any funds not expended by September 30, 2024 along with any interest earned must
be remitted to Office of the Secretary of State; and
WHEREAS, activating a fund accomplishes the requirement of the agreement and makes the new
fund available to deposit funds into upon receipt; and
NOW, THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners
hereby directs the Jefferson County Auditor to activate Fund 104-000-010—IG-6935 Elections HAVA 3
Grant per the Attachment A -Award Identification attached to this resolution effective May 18, 2020.
BE IT FURTHER RESOLVED, that the interest earned from the monies invested by the Jefferson
County Treasurer from this fund shall be deposited to the fund.
