Jefferson County Board of Commissioners
Regular Meeting — Monday, May 11, 2020, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers

CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted

The Commissioners decided to wait to respond to comments until later in the meeting.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report. They reviewed upcoming meetings and a proposed timeline for
the meetings.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.

(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
18. Payment of Jefferson County Payroll Warrants Dated May 5, 2020 Totaling $905,704.00 and
A/P Warrants Done by Payroll Dated May 5, 2020 Totaling $862,534.46(Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
UPDATE re: Jefferson County Budget and COVID-19 Pandemic Impacts: County
Administrator Philip Morley, Central Services Director Mark McCauley and Budget Consultant Anne
Sears discussed the six-year model for the General Fund and other Funds. After discussion,
Commissioner Dean moved to direct staff to proceed with the budget reduction process. Commissioner
Sullivan seconded the motion which carried by a unanimous vote.
PROCLAMATION re: Proclaiming May 6-12,2020 as Nurses Week: Chair Greg
Brotherton and Commissioner Dean read the proclamation aloud. Commissioner Dean moved to
approve the proclamation, Commissioner Sullivan seconded the motion which carried by a unanimous
vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and County
Administrator responded to comments and concerns raised during the Public Comment Period and noted
an upcoming Jefferson Healthcare parade.
The meeting was recessed at 11:50 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• UPDATE by Jefferson County COVID Finance Section, Patty Charnas, Finance Section Chief
• COVID-19 discussion
• Phase II process re: Reopening Jefferson County
• PROCLAMATION re: National Hospital Week: Chair Brotherton read the proclamation
aloud. Commissioner Dean moved to approve the proclamation. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.

• Lodging Tax Advisory Committee (LTAC)recommendations: Commissioner Dean moved to
approve the following LTAC recommendations:
o Accept the voluntary reductions awardees have agreed to, and commit these funds to the
awardees next lodging tax funding cycle.
o Request proposals for alternative uses of funding in response to COVID-19 by July 15 or
September 16, 2020.
o Readdress awardees before the July 15 meeting for any other funding deferment
possibilities.
o If a 2020 awardee returns unspent monies,those funds be earmarked for the awardee in
2021.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.

• Anniversary of the first BOCC meeting
• Upcoming meetings
NOTICE OF ADJOURNMENT: Commissioner Dean moved to adjourn the meeting at
3:41 p.m. until the next regular meeting or special meeting as properly noticed. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.

Due to COVID-19, no in-person attendance
CALL TO ORDER: The Joint Special Meeting of Jefferson County, Port Townsend
City Council and Jefferson County Board of Health was called to order at 5:00 p.m. The following
members and staff participated:
Jefferson County Board of Commissioners: Chair Greg Brotherton, Commissioner David Sullivan,
and Commissioner Kate Dean.
Jefferson County Staff: Public Health Officer Dr. Thomas Locke, County Administrator Philip
Morley, Public Health Director Vicki Kirkpatrick, Public Health Deputy Director Veronica Shaw,
Emergency Management Director Willie Bence, Environmental Health Director Pinky Mingo,
Community Health Director Appalachia Martine, Water Quality Manager Mike Dawson and
Environmental Health Specialist Amanda Hsu.
Port Townsend City Council: Mayor Michelle Sandoval, Councilmember Ariel Speser,
Councilmember Monica Mick-Hager, Councilmember Owen Rowe, Councilmember Pamela Adams,
Councilmember Amy Howard and Councilmember David Faber.
Jefferson County Board of Health: Chair Sheila Westerman, Vice-Chair Pamela Adams (City of Port
Townsend Councilmember), Kate Dean (Jefferson County Commissioner), David Sullivan(Jefferson
County Commissioner), Kees Kolff(Public Hospital District#2 Commissioner) and Denis Stearns
(Citizen at Large).
Other participants: East Jefferson Fire and Rescue Chief Jim Walkowski, Jefferson Healthcare Chief
Executive Officer Mike Glenn, and Port of Port Townsend Executive Director Eron Berg
Washington State's Plan for Phased Reopening& Opportunity for 10 Counties to
Submit a Variance Application for turning the dial on Phase 2, based on 5 metrics and
Community readiness: Public Health Director Vicki Kirkpatrick provided a briefing on the variance
application to move Jefferson County into Phase 2 of Governor Inslee's state-wide reopening plan.
Jefferson County's Current Status in the Community, Public Health, and Jefferson
Healthcare: Public Health Officer Dr. Thomas Locke and Jefferson Healthcare CEO Mike Glenn
provided a briefing and answered questions about the status of healthcare in Jefferson County.

Considerations for reopening safely—Jefferson County compared to the other 9
Counties,What is Necessary to Reopen Safely: Participants discussed the issue in-depth and briefly
touched on plans for reopening the County.
Setting a Next Meeting: for Public Input and to Assess Status of Community
Preparations, and Business and Non-Profit Sector Readiness to Reopen Safely: The participants
discussed timelines for upcoming meetings. The group came to a general consensus on the following
meeting schedule:
May 12, 2020 Dr. Thomas Locke to have finalized recommendation
May 14, 2020 Board of Health(BOH) Special Meeting to review Dr. Locke's
recommendation
May 18 or 19, 2020 Special Joint Meeting with the Board of County Commissioners (BOCC),
City of Port Townsend, Port of Port Townsend, Public Utility District
(PUD), Board of Health(BOH), and the business community
May 21, 2020 Regular BOH Meeting to potentially take action and make a
recommendation to the BOCC
May 26, 2020 Regular BOCC meeting to review recommendations made by the BOH

Due to COVID-19, no in-person attendance
CALL TO ORDER: Washington State Association of Counties Executive Director Eric
Johnson called the remote meeting to order in the presence of Jefferson County Commissioners Greg
Brotherton, David Sullivan and Kate Dean, as well as many other commissioners across Washington
State.
DISCUSSION with Other Washington State Counties and the Washington State
Association of Counties (WSAC): The participants discussed the following topics:
• Status of Variance Plans
• Criteria needed for acceptable plans
• Complex aspects of this decision
o Public Health: Isolation, Quarantine, Case Investigations
o Opening parks, addressing non-county residents.
o Tourism
o Out of County Visitation
• Public messaging for residents, non-county residents, and the business community
• The next meeting will be held on May 18, 2020 at 4:30 p.m.
NOTICE OF ADJOURNMENT: The meeting was adjourned at 5:55 p.m. by
Washington State Association of Counties staff.
