Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Friday, February 28, 2020 at 1:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: Jefferson County Commissioner David Sullivan called the meeting
to order in the presence of Members Amanda Funaro, Terry Smith and Frank Hoffman. Also present
was Public Health Director Vicki Kirkpatrick. Task Force members Julia Cochrane, Kay Kassinger, and
Operating Director of the Warming Shelter/First Presbyterian Church Pastor Paul Heins were in the
audience and answered questions posed by the Committee. City of Port Townsend Councilmember Amy
Howard joined the meeting at 1:24 p.m.
PUBLIC COMMENT PERIOD: One member of the public commented on the Winter
Welcoming Center.
REVIEW of MINUTES: Member Smith moved to approve the Joint Oversight Board
Regular Meeting Minutes of January 22, 2020 as presented. Member Hoffman seconded the motion. The
motion carried.
DISCUSSION re: Affordable Housing Task Force Membership: The Committee
reviewed alternate and new member requests to join the Affordable Housing Task Force as follows:
• OlyCAP: Alison Arthur as alternate for Kathy Morgan
• Law Enforcement: Undersheriff Andy Pernsteiner as alternate for Sheriff Joe Nole
• Bayside Housing: Leslie Ann Shipley as alternate for Jean Camfield
• Peninsula Housing Authority: Replacing Kay Kassinger who is retiring, with Sarah
Martinez. Kay Kassinger will be Sarah's alternate.
Member Funaro moved to approve the new and alternate Task Force Members. Member Smith seconded
the motion. The motion carried. During the next Task Force meeting, City of Port Townsend Navigator
Judd Haynes will be giving a presentation. He will be asked at that time if he has an interest in serving
on the Task Force.
DISCUSSION re: HB 1406: The Committee briefly discussed the implementation of
HB 1406.
UPDATE re: Homeless Housing Five -Year Plan: The Committee briefly discussed the
Five -Year Plan.

DISCUSSION re: 2020 Funding Allocation Recommendations: Member Sullivan
distributed funding estimates for Affordable Housing Fund 148 and Fund 149 provided by County
Administrator Philip Morley. The Committee reviewed funding availability for the allocations and
discussed the $75,000 commitment made to the OlyCAP tax credit project. Since that project did not go
forward this year, the committee discussed if those funds could be included in the 2020 Funding
Allocations. The committee decided the funds should remain set aside for the OlyCAP tax credit project
and not used for the funding allocations being approved today. The group discussed Member Howard's
connection with OlyCAP and it was determined that she would not need to recuse herself from voting as
she is not directly receiving funds for the proposed allocations. The Committee noted that the document
submitted by the RFP Review Subcommittee listed incorrect funding sources. The Committee discussed
which funds would be paid to which applicant.
After reviewing the applications, the Committee agreed to recommend funding for the following
proj ects:

seconded the emotion. The motion carried.

DISCUSSION re: HB 1406 - Continued: The Committee briefly discussed the
implementation of HB 1406.
UPDATE re: Homeless Housing Five -Year Plan - Continued: The Committee briefly
discussed the Five -Year Plan and the need for reporting information.
PUBLIC COMMENT PERIOD: Two members of the public thanked the Committee
for their work.
FUTURE MEETING AGENDA ITEMS: Items to discuss at the next Joint Oversight
Board (JOB) meeting include the following: Funding for the Task Force Facilitator position, Tiny
Homes proposal and reporting for the Five -Year Plan.
The next Regular Meeting of the Joint Oversight Board will be held on March 25, 2020 at
4:00 p.m. in the Jefferson County Commissioners' Chambers.
NOTICE OF ADJOURNMENT: Member Sullivan adjourned the meeting at 2:51 p.m.
until the next regular meeting or special meeting as properly noticed
