MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Wednesday, March 25, 2020 at 3:45 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The Committee members met via teleconference. Jefferson County
Commissioner David Sullivan called the meeting to order in the presence of City of Port Townsend
Councilmember Michelle Sandoval, Terry Smith, Frank Hoffman and Amanda Funaro. Also present
was Affordable Housing Task Force Facilitator Lizanne Coker.
PUBLIC COMMENT PERIOD: There were no public comments.
REVIEW of MINUTES: Member Funaro moved to approve the Joint Oversight Board
Special Meeting Minutes of February 28, 2020 as presented. Member Smith seconded the motion which
carried by a unanimous vote.
DISCUSSION re: Affordable Housing Task Force Membership: The Committee
discussed changes to the Affordable Housing Task Force as follows:
Bayside Housing: Leslie Ann Shipley will be listed as the member and Jean Camfield will
be listed as her alternate.
Brian Nash will be removed as a member, per his request.
Task Force Facilitator Coker will ask two other Task Force members if they still wish to serve on the
committee. Member Funaro moved to approve the proposed changes to the Task Force member list.
Member Smith seconded the motion which carried by a unanimous vote.
DISCUSSION re: 2020 Funding Allocation Recommendation: The Joint Oversight
Board was made aware of an application from Homeward Bound that was submitted timely, but was not
previously reviewed and considered during the Request for Proposals (RFP) process. The Task Force
RFP Screening Panel met and determined that the application did not meet the criteria for award and the
details were explained to the committee. Councilmember Sandoval suggested language to include when
approving the Funding Allocations regarding if money is to be supplanted, it should be considered in the
funding recommendations, and to also allow flexibility in disbursement of grant funding. Commissioner
Sullivan and the Committee agreed with the recommendation.
Member Funaro moved to approve the original proposed 2020 Funding Allocation Recommendations
approved at the February 28th meeting, noting the addition of the Homeward Bound application did not
change the rating for funding allocation recommendations, and that the recommendation also includes

the considerations that Councilmember Sandoval and Commissioner Sullivan discussed regarding
funding sources being supplanted, and also allow for flexibility in the grant for use during the current
crisis. Member Smith seconded the motion which carried by a unanimous vote. Clerk Gallaway read

DISCUSSION TOPICS: The Committee discussed the following:
• Anticipated COVID-19 Impacts on 2020 Recording Fees and SHB 1406 Revenues and support
programs: Member Smith stated that the Stay At Home Order will impact Recording Fees and
realtors are not even able to show houses right now. The Committee discussed the possibility
of expediting a Memorandum of Understanding with the Jefferson Community Foundation to
assist with emergency housing needs that will arise during the COVID-19 crisis.

• Washington State Commerce Award re: COVID-19 Emergency Homeless Services: Jefferson
Community Foundation Chief Executive Officer Siobahn Canty provided an update.
NOTICE OF ADJOURNMENT: Commissioner Sullivan adjourned the meeting at 4:32
p.m. until the next regular meeting or special meeting as properly noticed
