Thorndyke Creek and Naylors Creek have received FBRB design funds in the 2019-2021 biennium. Three new applications seek next phase Restoration (construction) funds and new Planning (design) funds for Chimacum Creek on Center Road. Analysis/Strategic Goals/Pro's Ft Con's: The existing culverts exhibit deterioration and need to be replaced to 100% anadromous fish passability with new drainage structures. The State Legislature funds a competitive process for local agencies to systematically remove downstream barriers on local roads related to state highways. Fiscal Impact/Cost Benefit Analysis: These three grant proposals total $3,821,604, of which the FBRB program will provide 85% of the funding. The remaining 15% match would come from a combination of County road funds and projected National Fish Passage Program funds. Per the adopted 2020-2025 TIP, and as further detailed on the attached exhibit, the Thorndyke Rd./Thorndyke Creek construction project is planned for 2022, with a local match of $290,367. The West Valley Rd. and Gibbs Lake Rd. /Naylors Creek construction projects are planned for 2023, with a combined local match of $247,174. The Center Rd./Chimacum Creek design and engineering project is planned for 2021-2022, with a local match of $35,700. After a multi -agency technical design review, the total grant request was refined to $3,248,363 and a local match of $573,241 for FBRB 2021-2023. Recommendation: Public Works recommends adoption of the required resolution and return a signed copy to Public Works Office for inclusion with the grant applications.
