RE: Recommended Revisions to 2020 Awards of Hotel/Motel Funds for Tourism
Promotion Services
STATEMENT OF ISSUE: The Board of County Commissioners will consider approving the
recommendation by the Lodging Tax Advisory Committee for reducing 2020 Hotel/Motel Fund
Awards to organizations that promote tourism, earmarking the 2020 reduction by each
organization for use in 2021 by the same organization.
ANALYSIS: In the face of the COVID-19 Pandemic's impact to reduce lodging tax revenue in
Fund 125 Hotel/Motel, organizations which had been awarded grants in 2020 were polled about
their willingness to voluntarily reduce expenditures in 2020, with the intention to carry forward
the savings for use by that organization in 2021. This exercise not only responded to the
reduction in revenue to fund the awards, but also recognized that with most travel and tourism
activity stopped during the Stay Home, Stay Safe order, and with continued social/physical
distancing to slow the ongoing spread of the Coronavirus for the rest of this year, the need (and
even appropriateness) to promote tourism in 2020 is greatly reduced.
On May 19, 2020, the Lodging Tax Advisory Committee met, reviewed the 2020 reduction
proposals, summarized below in Table 1, and voted to recommend earmarking the 2020
reductions of each organization for use by the same organization in 2021.
Pursuant to state law, the Board of County Commissioners can accept or reject the
recommendation of the Lodging Tax Advisory Committee.

FISCAL IMPACT: The proposed revision would reduce 2020 Hotel/Motel awards by
$149,475 among 13 recipients, and would allocate $139,475 of this for use in 2021 by 12 of the
recipients.
RECOMMENDATION: It is recommended that the Board of County Commissioners pass a
motion to approve the 2020 award revisions as shown in Table 1, earmarking the 2020
reductions by each organization for use in 2021 by the same organization.
