Regular Meeting — Monday, May 18, 2020, 9:00 a.m.

CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.

WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report. The Board announced the upcoming meetings: Joint Special
Meeting with Port Townsend City Council, Jefferson County Public Utility District (PUD), Jefferson
County Board of Health (BOH) and the Port of Port Townsend on May 19, 2020 at 5:00 p.m., BOH
Regular Meeting on May 21, 2020 at 2:30 p.m., and a Special Board of County Commissioner meeting
on May 22, 2020 at 2:30 p.m. They reviewed upcoming meetings and a proposed timeline for the
meetings.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: After discussion on
the Volunteer No Anchor Zone Buoy Maintenance (Consent Agenda Item No. 10) and the two grants for
Elections (Consent Agenda Items No. 1 and 2), Commissioner Dean moved to approve the Consent
Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote.

"CARES ACT GRANT" Funds
2. RESOLUTION NO. 29-20 re: Activating Fund 104-000-010 for Deposit of IG -6935 "NAVA

13. Payment of Jefferson County Payroll Warrants Dated May 12, 2020 Totaling $1,448.82 and
A/P Warrants Done by Payroll Dated May 12, 2020 Totaling $346.54 (Records of all claims submitted
for payment along with AT Warrants approved by the Payroll Services Manager are retained in the Jefferson
County Auditor's Office)
The meeting was recessed at 10:41 a.m. and reconvened at 10:45 a.m. with all three
Commissioners present.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and County
Administrator reviewed their meeting schedules, Phase II of the Governor's reopening plan and other
counties who are requesting a variance, upcoming meetings, a potential proclamation regarding service
workers, and other COVID-19 related issues. They reviewed the Agenda for the May 19, 2020 Special
Joint Meeting.
The meeting was recessed at 11:56 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• UPDATE: Jefferson County COVID Finance Section, with Section Chief
Patty Charms
• CARES Act, upcoming debriefing of project
• Miscellaneous
• Upcoming meetings
The meeting was recessed at 2:29 p.m. and reconvened at 3:30 p.m. with all three
Commissioners present.

Due to COVID-19, no in-person attendance
CALL TO ORDER: Washington State Association of Counties/Managing Director of
the Washington State Association of Local Public Health Officials Jaime Bodden called the remote
meeting to order in the presence of Jefferson County Commissioners Greg Brotherton, and Kate Dean,
as well as many other commissioners from across Washington State.
DISCUSSION with Other Washington State Counties and the Washington State
Association of Counties (WSAC): The participants discussed the following topics:
• Status of Variance Plans
Criteria needed for acceptable plans
Complex aspects of this decision
o Public Health: Isolation, Quarantine, Case Investigations
o Opening parks, addressing non -county residents.
o Tourism
o Out of County Visitation
Public messaging for residents, non -county residents, and the business community
NOTICE OF ADJOURNMENT: The meeting was adjourned at 5:36 p.m. by
Washington State Association of Counties staff.

CALLS TO ORDER: The Joint Special Meeting of Jefferson County, Port Townsend
City Council, Jefferson County Board of Health, Jefferson County Public Utility District (PUD) No. 1
and Port of Port Townsend was called to order at 5:00 p.m. The following members and staff
participated remotely and introduced themselves:
Jefferson County Board of Commissioners: Chair Greg Brotherton, Commissioner David Sullivan,
and Commissioner Kate Dean.
Jefferson County Staff: Public Health Officer Dr. Thomas Locke, County Administrator Philip
Morley, Public Health Director Vicki Kirkpatrick, Community Health Director Appalachia Martine and
Water Quality Manager Mike Dawson.
Port Townsend City Council: Mayor Michelle Sandoval, Councilmember Ariel Speser,
Councilmember Monica Mick -Hager, Councilmember Owen Rowe, Councilmember Pamela Adams,
Councilmember Amy Howard and Councilmember David Faber.
Jefferson County Board of Health: Chair Sheila Westerman, Vice -Chair Pamela Adams (City of Port
Townsend Councilmember), Greg Brotherton (Jefferson County Commissioner), Kate Dean (Jefferson
County Commissioner), David Sullivan (Jefferson County Commissioner), Kees Kolff (Public Hospital
District #2 Commissioner) and Denis Stearns (Citizen at Large).
Jefferson County Public Utility District (PUD) No. 1: Commissioner/President Dan Toepper,
Commissioner Jeff Randall, Commissioner Kenneth Collins and PUD General Manager Kevin Streett.
Port of Port Townsend: Commissioner/President Pete Hanke, Commissioner Pam Petranek,
Commissioner Bill Putney and Executive Director Eron Berg.
PURPOSE OF MEETING: Jefferson County Board of Commissioners Chair Greg
Brotherton explained that the purpose of the Joint Special Meeting is to discuss the County's Phase II
Process, and the Public Health Officer's Initial Phase II Recommendations under the Governor's Safe
Start Washington Plan.
BRIEF REPORTS: The Boards heard brief reports from the following individuals and
organizations: Economic Development Council Team Jefferson Executive Director Brian Kuh, Jefferson
County Chamber of Commerce Executive Director Arlene Alen, North Hood Canal Chamber of
Commerce Director Frank Redmon, and Fort Worden Public Development Authority Executive Director
Dave Robison.

REFLECTIONS ON PHASE II, SUBMITTED PUBLIC COMMENTS and BRIEF
REPORTS: Members of the Port of Port Townsend Commission, Jefferson Public Utility District No. 1
Commission and Port Townsend City Council reported on comments they have received from the public
as well as their ideas and suggestions regarding Phase II of Governor Inslee's reopening plan.
COMMENTS BY PUBLIC HEALTH OFFICER: Jefferson County Public Health
Officer Dr. Thomas Locke briefed the Boards on the current health situation and discussed his
recommendation for the Phase II variance.
NEXT STEPS TO CONSIDER A PHASE II VARIANCE APPLICATION:
Jefferson County Board of Commissioners Chair Greg Brotherton explained the next steps in the process
toward a Phase II variance for Jefferson County.
JEFFERSON COUNTY BOARD OF HEALTH: The Board of Health members
discussed the Phase II variance.
FUTURE COMMUNITY RECOVERY AND RESILIENCE COLLABORATION:
Jefferson County Board of Commissioners Chair Greg Brotherton, City of Port Townsend Mayor
Michelle Sandoval, Public Utility District (PUD) No. 1 President Dan Toepper, Port of Port Townsend
President Pete Hanke, and Board of Health Chair Sheila Westerman discussed future collaboration on
the ongoing COVID-19 response for Jefferson County.
