Clarify which documents and pages are an active part of the application, e.g. "Log Item 70, pp 1 — 120; Log Item 72, pp 10 — 66." This list should contain ONLY pages that should be considered as the application and NO pages that should not be. 2. Cross-reference any labels for attachments with the appropriate county item and page number, e.g. "Attachment W-1 is located at Log Item 74, pp 230 — 256." Alternatively, and probably preferably, the Applicant could submit a new packet that contains all and only pages constituting the application. Once the packet is filed as a new item number, the Applicant could submit a follow-up table of contents using the county's pagination of the new item number. Without some clarification of this kind, one cannot tell what is in or out of the application, and whether or not it is complete. Several documents have been filed two or more times, sometimes with revisions and sometimes in identical form. One should not have to go wading through a thousand or more pages searching for documents that are not labeled or that may have been discarded, in an attempt to determine what substantive text the applicant is asserting (or withdrawing). That kind of cumbersome process also invites errors such that everyone is not "on the same page" when discussing the application. We will all save time and confusion if, before you determine whether the application is complete, the application itself is clearly delineated and paginated, preferably with a table of contents. Ltr to Donna Frostholm MLA 19-00036 `May 22, 2020 (As an example of the lack of labeling or cross-referencing, Log Item 20, pp 1-2 lists more than a dozen attachments by labels such as BDN-005R, but nowhere in the Item's 464 pages can one find that label —at least I couldn't.)
